v Town of Mamaroneck — Village of Larchmont 0 COASTAL ZONE MANAGEMENT COMMISSION TOWN CENTER: 740 West Boston Post Road, Mamaroneck, NY 10543 "— 914-381-6133 MINUTES JANUARY 23, 1990 A regular meeting of the Coastal Zone Management Commission (CZMC) was held on Tuesday, January 23, 1990 in the Senior Center of the Town Center, 740 West Boston Post Road, Mamaroneck, New York. The meeting commenced at 8:05 p.m. Members Present: Phyllis Wittner, Chairman Bruce Allen Mary Feldtmose Elinor Fredston C. Alan Mason Howard McMichael Robert Schoenberger Shirley Tolley Richard Young 0 Others Present: Mary Anne Johnson Solomon Lim, Architect for 2372 Boston Post Road Claudia Ng, Environmental Coordinator and recorder ADMINISTRATIVE MATTERS New Member - The Chairman introduced Mary Feldtmose, the newest member to the Commission. Ms. Feldtmose was assigned to be a liaison to the Town Planning Board. Approval of Minutes - The minutes of November 28, 1989, were approved with a minor correction on page 2. Next Meeting - CZMC will hold its next meeting on February 20, 1990, instead of February 27. REFERRAL Auto Dealership, 2372 Boston Post Road, Larchmont - The Village of Larchmont received an application to convert an antique store into an automobile dealership. Mrs. Wittner read portions of the new Village zoning amendment (local law 42 of 1989) which regulated special uses of C this nature. Mrs. Fredston reported that the Village Planning Commission was debating over whether state or local laws would apply in this case. NYS Department of Transportation had already made comments on drainage, parking and curb cuts. © CZMC Mintes 1/23/90 Solomon Lim, the architect for this application, explained that cars would be stored off this site, but some maintenance would be done on the premises. He noted that a consultant engineer would be hired to handle the air emissions, to meet specifications, as well as the oil separaters, one to be placed inside the building and another outside before runoff flow into the storm drain. He requested that the board make this a ? condition of approval, because it would be a costly investment to hire the consultant if the application was to be eventually turned down. Mrs. Fredston emphasized the need to show such systems on the site plan as well as _to document how it will be maintained. The CZMC expressed concern over its deviation from the newly approved _ Master Plan and will write such an opinion to the Village Planning and Zoning Boards. The letter will also express CZMC's concerns over oil separation and maintenance and to caution a ainst n erin.the oil separation s stem i wou d cause the oil to emulsify <_t.. CHAIRMAN REPORTS Incoming Correspondences: 1) Work plan for revision of the LWRP (W. Irwin, Jr. , 12/8/89) - Alan Mason volunteered to assist. 2) St. John's Subdivision - Several correspondences were received concerning this application. Tebbens and Brown, the attorneys for C the applicant, sent a letter (dated 12/12/89) to the chairwoman of the Village Planning Commission noting that the recommendations of CZMC were upheld. The chairwoman sent a letter (dated 12/27/89) to the Villaae_Hui ding Inspector making him res onsible for following up. 3) Davids Island Development - Steve Silverberg sent a letter to Kasoff of the Coast Guard noting that toxic wastes were not addressed in the DEIS or SEIS. 4) Street/Catch Basin Cleaning Schedule - Mrs. Wittner received a letter explaining these schedules from the Village Engineer (dated 1/4/90) and the Highway Supt. (1/12/90) . CZMC felt that there should -be a, regular schedule for catch basin cleanout, not just when o bserve La ne at:Hrs. Wittner will relay this to the Village Engineer. Although there were no set dates, the Town street-sweeping operation continually rotates. 5 Restaurant development at Harbor Island - The Chairman received a copy of the Village of Mamaroneck's CZMC's opinion with regard to this proposal, but she noted that there was no need to comment now. 6) Roving Pumpout Station (1/20/90) - To discourage water pollution from boaters in the Chesapeake Bay, the state of Maryland has begun a t program which provides free yumvout service using a boat owned b.v_its,1 l e t. of Natural Resources. Mrs. Wittner received a letter from Carl itPierleoni sugge .ing that it would be an ideal time to try to get the our state to begin a similar program for Long Island Sound. . 7) NYS Deptartment of State (1/19/90) - Mrs. Wittner was invited to a pre-conference meeting with regard to the Coastal Zone Program. 0 -2- CZMC Minutes-1/23/90 I COutgoing Correspondences: 1) New York State Office of General Services (12/1/89) - Mrs. Wittner Wrote a letter to�trtg-office to find out whether it knows who owns the Les title for the Premium River and Mill Pond. 2) Davids Island Development (12/5/89) - Mrs. Wittner requested the Coast Guard to send a copy of the FEIS. 3) Marinas ) - Mrs. Wittner sent a memo to Carl Pierleoni with information she received from the Marine Planners Conference,. 4) Public Notices: Army Corps: Dredging for The Crescent Group, Mamaroneck Coast Guard: Pedestrian service bridges connecting Little and Big Harrison Islands to Oakwood Island, New Rochelle. Third Annual Report - The Chairman presented some draft copies of the report for review. Mr. Schoenberger, Mr. Mason, Mrs. Tolley and Mr. Allen jr4,41441- took a copy. Mrs. Johnson requested to see a copy as well. Larchmont Waterfront Landuse Study - The Commission reviewed Shuster's revised draft legislation for the Larchmont waterfront area, dated January 11, 1990. Since many concerns were still raised, the Commission decided to table the discussion to the next meeting and have Dan Shuster present to help clarify the issues. SEQR Workshop - All were sent notices for the workshop to explain the State Environmental Quality Review regulations. This will be held on January ® 25 at 8 p.m. in the Village Courtroom. ,y Archeological/Historical Resource Inventory - The Chairman suggested that / the CZMC consider this for their next project, but discussion was postponed. MEMBER REPORTS Davids Island - Shirley Tolley reported that the Final Environmental Impact Statement has been completed by the Coast Guard. The Departments of State and Environmental Conservation have six/months yet to review it. �479 ' NaonalCelebrationof theOutdoors/Earth Day - The Conservation��Advisory Commission is planning an organizational meeting to coordinate c� activities for Earth Day y on February 1. Mary Feldtmose and Richard Young will be the liaisons. eQ1/4/17 Sheldrake River Flood Control - The Army Corps of Engineers have made test borin s ong the Sheldrake River to determine whether they should widen wand straighten the River. The Town find rejected a proposed flume in the past and had asked for an alternative.
