A regular meeting of the Coastal Zone Management Commission (CZMC) was held
on Tuesday, February 25, 1992 in Conference Room A of the Town Center, 740
West Boston Post Road, Mamaroneck, New York.

APPROVAL OF MINNUI'ES
Minutes: The minutes of January 28 were approved with minor changes to
page 5 and typos on page 2.
CHAIRMAN'S REPORTS
A. Correspondence - Outgoing:
1. "Larchmont Notes" for the March issue. •
2. 2/3/92 - To Town of Mamaroneck Planning Board, consistency
referral response for Winged Foot Golf Club. The detailed Opinion
letter written by Shirley Tolley was requested and read by
Mrs. Wittner to the Commission. This Freshwater Wetlands and
Watercourses application (Type 1 action (CEA) ) was found to
neither advance nor be inconsistent with the LLIRP policies.
B. Correspondence - Copies:
1. 1/18/92 - Town of Mamaroneck's Notice of Intent to Prepare
Supplemental Generic Environmental Impact Statement for the
"Adoption of Proposed CR Zone" - Type I action.

2. Received 2/14/92 - Memo to all department heads RE: purchasing
procedures in the Village of Larchmont from Carmine DeLuca,
Treasurer. Mrs. Wittner is not sure it applies to CZMC.
C. Other Items:
1 2/5/92 - The Town Council authorized a contract with the firm of
Blasland & Bouck for installation of a trash/oil screen at East
Creek.
2. 2/24/92 - Mrs. Wittner presented the Fifth Annual Report to the
Village of Larchmont's Mayor and Trustees. She will present it to
the Supervisor and Town Council on February 26, 1992. Copies were
distributed to the Commission members.
3. Mrs. Wittner told the CZMC that she had appeared as an informed
resident of the Premium area at a CAC meeting on February 6,
1992. She was asking for their support to apply for a federal
Small Business Administration grant, administered through the DEC,
for a tree/shrub planting project at the entranceway for the
Premium Conservation area. She explained that she has selected
plants that are indigenous to an upland tidal marsh/forest area
and are, therefore, salt tolerant requiring low maintenance and
watering. The CAC gave its approval and the Town Board would be
considering it on February 26th.
MEMBERS' REPORTS
Richard Young - Erosion and Sediment Control Legislation. Mr. Young
asked for clarification in some areas: (1) page 4 "Surface Water Erosion"
regarding expiration and concurrence of permits. Mrs. Wittner suggested
that Mr. Young speak with Mr. Jakubowski, Town Building Dept. , on this
point and advise that the Commission recommends the permits be validated
for a year or concurrent with a building permit; (2) it was decided to
remove both paragraphs "C" and "H" as different groups wrote different
parts resulting in inconsistencies and confusion. It was concluded that
Messrs. Mason, Martin, Metzner and Young will read the report and have it
ready to go out to the Commission in the next packet.
SEIS Subcommittee legislation related to proposed CR Zone. He had
nothing to report at this time.

Shirley Tolley - SEIS Subcommittee concerning LWRP and Master Plan.
She intended to write a statement on what the 1966 Master Plan said
regarding the project area; specifically, where it states that the golf
courses should remain open spar, she added that the Master Plan update in
1976 reiterated the Golf Course should remain as open spaces, pointed out
that there is flooding in the area, added that the Westchester 2000 Study
said thr"c two golf courses should be retained as open spaces, and that
Southern Westchester is devoid of large tracks of open space. Regarding
the LWRP, she has started a rough draft with the applicable portions of the
LWRP and is now working on the policies. She will also include the fact
that Bonnie Briar appears on the DEC and OPRHP list of open spars.
Phyllis Wittner - Terrestrial and Aquatic Resources SEIS Subcommittrc.
The bird and plant list was done and was circulated to our local experts in
botany and bird identification. She met with Steve Coleman and gave him
the lists and DGEIS data. He will look at the various schematic
alternatives. The deadlines for the draft Terrestrial section is March 9th
and the LWRP/Master Plan is March 16th.
C. Alan Mason - The Friends of the Reservoir. They have agreed to hire
Steve Coleman as their consultant also.
Howard McMichael - Mamaroneck Village. The Harbor Commission will
include a proposal in its recommendation to revise the Village's Chapter
210 Law stating that two pump-out facilities should be constructed in the
Harbor and that they be hooked up to the sewage treatment plant.
Richard Metzner - Board of Architectural Review (BAR) had only two sign
applications which do not affect CZMC.
Elinor Fredston - Nothing to report.
Mary Feldtmose - VOL ZBA. It was reported that Chairman Denise
Fletcher appeared before the Village Board to present their Annual Report.
Chairman Fletcher recommended that the Zoning Board meet with the Village
Board to discuss and resolve some issues. Some of the items proposed for
discussion were:
(1) The increase in take-out businesses and the need for guidelines.
(2) The noise level at swimming pools.
(3) People coming to the Board for variances and permissions after the
fact for which the ZBA thought a fine would be appropriate.
(4) The present regulation of 10 foot depths for decks. If changed to
12 feet, it would eliminate a lot of permit requests.
Angel Martin - CAC will be cementing on the EMC Water Policy and they
are going to start monitoring water quality in Mamaroneck Harbor this

summer with the Orienta Yacht Club. The Club is providing a boat and a
volunteer. Both the volunteer and Charles Bernstein of CAC will be going
to school for training in use of equipment provided by the Long Island
Sound Task Force.
Mr. Martin informed the members of an 8 mile hike to take place on
March 29, 1992 meeting at the Weinberg Nature Center at 9:15 a.m. being run
by John Varvayanis.
C. Alan Mason - Friends of the Reservoir. He reported that in working
with a professor front Manhattanville College in monitoring water supply at
the Reservoir, it was learned that electronic testing equipment alone is
not considered evidence in litigation court work. One needs a wet
chemistry test for reliable, acceptable baseline data. The Reservoir is
using the wet chemistry tests. It was also noted that Manhattanville is
interested in using the Reservoir as an annex for a five-year project for
the students. Mrs. Wittner mentioned the Hammocks salt marsh as a possible
future project site.
ENVIRONMENTAL COORDINATOR'S REPORTS
Claudia Ng - nothing to report.
New or Other:
Angel Martin - Distributed a section of the Governor's State of the
State Report concerning C'nastal Resource Management.
