MINUTES APPROVED
APRIL 24, 1990
A regular meeting of the Coastal Zone Management Commission (CZMC) was held
. on Tuesday, April 24, 1990 in Conference Room A of the Town Center, 740 West
Boston Post Road, Mamaroneck, New York. The meeting commenced at 8:05 P.M.

ADMINISTRATIVE MATTERS
Approval of Minutes - The minutes for March 27 were approved pending a
correction on page 4.
REFERRALS
7-11 North Avenue (VOL) - Mr. Michael Csenge of Nadler Philopena &
Associates was in attendance representing the owner of 7-11 North Avenue.
Mr. Csenge informed the CZMC that the Village of Larchmont Planning
Commission had approved the application, for retail/commercial use, the
previous evening. He also addressed some of the issues and concerns which
were raised at last month's meeting. Mrs. Wittner asked Mr. Csenge to
elaborate on the topic of an oil separator. Mr. Csenge replied that the

actual calculations of inflow and outflow were virtually impossible to
obtain. He did state that a maintenance schedule will be followed with clean
out done as deemed necessary.

Pressman, Hommocks Road (TO
M)( ) Mr. Jeff Hutchinson, a representative for
the Pressman's,
, presented their application for a seasonal floatingdock.

displayed building plans and provided information on the application. He
stated that the existing dock is in ill repair and no longer adequate for the
Pressman's present boat. Mr. Alan Mason questioned whether or not the size
of the float would interfere with access to the channel. Mr. Hutchinson
replied that it would not and showed an aerial survey that appeared to
support his answer. Mr. Mason also noted that he thought that some of the
neighboring homeowners were in objection to the site and size of the dock and
asked Mr: Hutchinson for documentation of that fact. Mr. McMichael also
suggested that soundings be done by an independent company because he felt
that there could be a problem of shallowness across the access path at low
. tide. After addressing the application thoroughly, the CZMC found the
• proposal to neither advance nor be inconsistent with the LWRP.
• Sinsheimer, Premium Point (TOM) - Mr. Peter Gluck represented the
Sinsheimer's in their application for a subdivision of their property on
• Premium Point. Ms. Wittner indicated that this was a referral from the
Building Inspector with no variances are required. Issues addressed were
• storm water runoff, view from the bridge, size, and occupancy stipulations.
Mr. Gluck assured the Commission that the occupancy stipulations were for
• plumbing purposes and that the storm water runoff would be directed down and
toward the Sound in order to prevent pollution from fertilizers and the like
• from entering the Sound. Mr. McMichael suggested that the plans include
provisions for a direct hookup into a sewer system in case one is constructed
s,.., in the area in the future. After discussing the application thoroughly Mr.
Masbn suggested to Mrs. Wittner that she address a letter to the Building
Inspector stating that the CZMC felt that every effort be made to facilitate
a sewer system in the area and if at all possible to have provisions for
hookup mandated into the plans for the subdivision.
CHAIRMAN REPORTS
• 1. Mrs. Wittner reported-the following: The Town council, oil April 4, 1990,
. denied a petition at Byron Place to change its zoning to mixed use.
• 2. Elaine Price's resolution for removal of nutrients from sewage plants
from within the Town and without was passed by the Village of Mamaroneck and
• the City of Rye.
• Mrs. Wittner expressed the CZMC's thanks and gratitude to Elinor Fredston
for attending the hearings on Davids Island and Shirley Tolley for the
• tremendous assistance in writing the CZMC's position statement which was
addressed to the Department of State and the Department of Environmental
• Conservation (24 page document with appendixes) . She also noted that the
next step in the process on Davids Island would be an issues conference which
• Steven Silverberg will attend.
• Mrs. Wittner praised Ms. Ng for a fantastic job done on Earth Day and
also thanked Mrs. Feldtmose for all her efforts on the part of the CZMC.

MEMBER REPORTS
Reservoir Dam - Mr. C. Alan Mason reported that an engineering firm had
• been to the dam and had begun checking for leaks. He noted that there is
some talk about draining the dam. Mr. McMichael stated that he would be
• against draining the dam. Mr. Mason also mentioned that the firm had
requested that the valve be shut down for an hour in order to check for
• leakage.
• Planning Board Update - Mrs. Fredston reported that the Village of
Larchmont Planning Board at their last scheduled meeting approved the plans
• for 7-11 North Avenue. She also noted that the Board addressed the proposal
to expand the the Volvo Building and the issue of propane tanks on nursery
. properties. She also stated that the Shirt Place on Boston Post Road was
closing and that a Century 21 Real Estate Office was due to replace it.
ENVIRONMENTAL COORDINATOR REPORTS
. Army Corp of Engineers - Ms. Ng reported that the Army Corp of Engineers
• have returned for a discussion of a flood control project along the Sheldrake
River.
NEW OR OTHER BUSINESS
01.`' , Village of Larchmont Parks and Trees Commission - Ms. Ng reported that
Tri-Star and the surrounding neighbors agreed to help fund landscaping around
• the parking lot next to Flint Park and East Creek.
• Soundwatch - Mrs. Wittner encouraged membership in Soundwatch
• National Audubon Society - Mrs. Wittner noted that the "Listen to the
Sound" Citizen Hearing Campaign for 1990 will begin and the Society
• encourages persons to testify. .
LWRP REVISIONS
Ms. Wittner noted that Wallace Irwin has agreed to write revisions as
. needed but, needs everyone's input. Ms. Wittner suggested that the members
refer to the chart of implementing actions which is located in the annual
. report for a starting point. Several suggestions were made by members in
attendance, some of which were: restricting encroachments, flood control,
. seawalls, and implementing Policy 4 of the LWRP. Mrs. Wittner suggested
• continuing the subject at the next meeting.
