A regular meeting of the Coastal Zone Management Commission(CZMC)was held on September 26,
1995 in Conference Room A,740 W. Boston Post Road,Mamaroneck, New York. The meeting was
called to order at 8:05 p.m.

1. Consistency Referral
Vixen Enterprises, Inc.-2345 Boston Post Road. Village of Larchmont Planning Board.
Type I(W.C. CEA).
Mr. James Carnicelli, Civil Engineer appeared for the applicant. The site contains an existing one
story building and an existing parking lot to the rear of the building. The site is located on the
corner of Boston Post Road and Lorenzen.A house,garage and numerous large trees were
removed from the site and the applicant proposes to approximately double the size of the parking
lot.
All runoff from the new pavement will be directed to a new silt trap that has the capability of
removing oil and grease. As proposed,water draining from the existing parking lot(toward
Lorenzen)would drain to the catch basin on the Post Road. The Commission recommended that, as
a condition of consistency, drainage from the existing parking lot area also be directed to a silt
trap that has the capability of removing oil and grease. The maintenance of the silt traps should

be the responsibility of the owner and should be maintained by a licenced professional.
A berm planted with trees will serve to screen the properties on Dean Place from Boston Post Road
and the parking lot and building. The use of native plants and trees was encouraged.A perforated
drain(french drain)will be installed at the foot of the berm to alleviate any potential ponding
behind the berm. This french drain will outlet into a drywell with an overflow pipe into the new
parking lot area.
Roof drainage to discharge into separate drywells,not the oil separatorldrywells that will handle
the runoff from the parking lot.
2. Approval of Minutes
The minutes of 8/22/95 were approved, as amended, on a motion from F.McGahan,
seconded by R.Ward.
3. New Business-Budget 1996
The CZMC recommended requesting the same level of funding for 1996 as was budgeted in
1995. Hiring of a wetlands specialist was discussed. The CZMC is still waiting for the completed
townwide topo maps, at which time a wetlands verification could be initiated.

A. Correspondence
From: Stephen W. Coleman re: Report and samples of materials in use by the Town
of New Castle,8/29195.
5. Members' Report
A. Shirley Tolley re: David's Island. Plan still nebulous. An agreement with City of New
Rochelle has not yet been reached.New Rochelle has already declared itself Lead Agency however
an EIS still can not be done because it is not known whether septic systems will work or whether
water will be available. The current plan calls for 44 single family homes. The architects' latest
plan calls for most of the homes to be sited on the outer perimeter of the island with the inner
homes having a "view corridor" to the water. The architect mentioned his disappointment that
New Rochelle did not have a Coastal Management Plan.
B. Phyllis Wittner re: Harbor Dredging Meeting, Village of Mamaroneck. The Dept. of State
gave the Village$25 thousand to study dredging problems and issues in Mamaroneck Harbor.
Letter from Mayor Lewy scheduling CZMC's appearance on 12/4/95 before the Village
Trustees to present annual report.
C. Howard McMichael-Joe Del Bianco,retired Police Chief new member of Village Harbor
Commission. Pump-out facility now being inspected twice daily to insure proper functioning.
