The meeting was called to order at 8:15 p.m. MEMBERS PRESENT: Lili Andrews, Co-Chairwoman Madelaine Berg Marc S. Godick Dr. C. Approval of Minutes: tkd - The minutes from 5/25/99 were approved with corrections from members on a motion from C.A. Mason, seconded by E. Weingarten. 2. Consistency Referral: Freshwater Wetlands and Water Courses Permit Proposed Construction of a Single Family Residence Currently Undeveloped Property on Evergreen Lane,Block 309 Lot 21 Referred by: Town of Mamaroneck Planning Board - S. Blakely and W. Brickelmaier presented plans for the proposed single family residence and explained that they are also proposing to construct three retention ponds on the property to contain storm water on site. - Several of the surrounding property owners expressed their concern regarding the possibility that the proposed storm water retention may be inadequate to contain storm water on site and development of this lot, as proposed, may create or worsen flooding problems on their properties. Several of the residents also stated that they have hired an engineer to review the proposed storm water retention and evaluate the effectiveness of the proposed system. This report should be completed in approximately two weeks. © - A discussion ensued and the Commission agreed that before making any decisions on this matter, it would like to review and compare both storm water reports. Therefore, the Commission will continue review of this matter at the next meeting of the CZMC. The Commission also suggested that the applicant's engineer and the surrounding residents' engineer discuss and review this matter before the report is finalized. This may speed the review process and, most importantly, help to accomplish a effective and constructive solution. 3. Discussion of Proposed Wetlands Law Revision with Steve Coleman - J. Athey stated that although Mr. Coleman was unable to attend the meeting, he has sent three revisions of the proposed wetlands law for the Commission to review. These three revisions are as follows: 1)the proposed legislation including all changes discussed by the Commission to date, 2) a streamlined version of the proposed legislation including all changes discussed by the Commission to date where, at the request of the Commission, much of the verbiage throughout the proposed law has been reduced, and 3) a non-streamlined version of the proposed legislation reworded for use by the Village of Larchmont. Mr. Athey continued by stating that in the streamlined version the deleted text has simply been rerhoved. To aid review by the Commission, Mr. Athey will obtain a version where the deleted text is shown as strike-through text. Upon receiving this version, it will be distributed to all members of the CZMC. CZ 0699M.WPD CZMC-6/22/99 Pg.2 4. Discussion of Proposed Changes to Larchmont Zoning Ordinance Q - N. Seligson stated that E. Weingarten and M. Berg will obtain the proposed changes to the Larchmont Zoning Ordinance when available for review by the Commission.
