HomeMy WebLinkAbout2001_10_02 Recreation Commission Minutes TOWN OF MAMARONECK RECREATION COMMISSION Meeting Minutes Tuesday, October 2, 2001 The regular meeting of the Town of Mamaroneck Recreation Commission was held on Tuesday, October 2, 2001 in Conference Room "A" of the Mamaroneck Town Center, 740 West Boston Post Road, Mamaroneck at 7:30 P.M. PRESENT: Richard Conlan, Chairman James Druker Rosemary Dufficy Rita Plansky ALSO PRESENT: Jill Fisher, Acting Superintendent of Recreation Ernie Odierna, Town Board Liaison Stephen V. Altieri, Town Administrator Mary Ellen Faulkner, Secretary EXCUSED: Patricia Castellani Terry Rainaldi William Paonessa CALL TO ORDER The meeting was called to order at 7:35 P.M. by Chairman Conlan. APPROVAL OF MINUTES The Minutes of August 7, 2001 were approved as corrected. ACTING SUPERINTENDENT'S UPDATE 1. Ms. Fisher presented a request from Central School P.T.A. for a donation of one Adult and one Youth Seasonal Skating Pass to Hommocks Park Ice Rink for the Silent Auction at their annual Fall Festival. On a motion by Commissioner Druker, seconded by Commissioner Plansky, the request was approved unanimously. 2. Ms. Fisher requested the Commission approve non resident children, who attend a Mamaroneck District school be allowed to register for the Town Youth Hockey Program at the same fee as Rye Neck residents. On a motion by Commissioner Druker, seconded by Commission Dufficy this request was approved unanimously. 3. Ms. Fisher reported that the Carpino-Steffens Fields opened on schedule on Friday, September 14`h. Commissioner Druker reported he has walked the fields and they are in very good shape. The Commission commended Ms. Fisher on her diligent enforcement of the designated days of rest. 4. On behalf of Commissioner Paonessa, Ms. Fisher requested the Commission to consider allowing the Mamaroneck School District use of the Fields on Wednesdays when there is a school holiday within the week. After discussing the matter, the Commission decided to allow the School District, with sufficient advanced notice to the Recreation Department, to use the Fields provided: A. Advanced notice is given to the Recreation Department B. The field maintenance can be rescheduled C. Another entire weekday may be used for rest. D. The School District coordinates any change with the Larchmont Junior Soccer League Recreation Commission Meeting Minutes October, 2001 - Page II 5. Ms. Fisher requested on behalf of Mike Chiapparelli, Mamaroneck High School Varsity Hockey Coach, that the Commission reconsider amending the Friday night Ice Rink schedule to allow for early usage by his team. After a short discussion this request was denied. 6. Ms. Fisher reported that the contract for the Sportcenter Pro Shop at the Ice Rink was renewed with a $50.00 per month increase in rent. Another vendor was approached and was not interested. 7. Ms. Fisher requested on behalf of Rob Lunde, that a change in the Ice Rink contract wording - second sentence of paragraph number four to read "If, however, at any time the User cancels any ice time within at least SEVEN(7) days, the User shall be responsible for the FULL fee for all hours cancelled, unless the Town is able to obtain a User for cancelled time, in which case the User shall not be responsible for payment of balance of the hourly fee. If however, the replacement rental is for a rate less than that contracted for by used, then user shall be responsible for difference. On a motion by Commission Druker, seconded by Commissioner Plansky this change was approved unanimously. DEPARTMENT BUDGET REVIEW Ms. Fisher presented the tentative 2002 Recreation Budget to the Commission for review. A brief discussion followed regarding EXPENSE: 1. Decrease in Pool Maintenance line—due to impending pool closing. 2. Increase in Hommocks Ice Rink publicity line. 3. Increase in Youth Programs for staff salary increases and additional staff needed due to increase in program participation. 4. Increase in Part Town line for Summer Concerts at Memorial Park. REVENUE: 1. Recreation Charges have been increased to reflect proposed program volume and fee increases. 2. Decrease in pool - due to impending closing. 3. Rink admission lowered due to decrease in attendance numbers. 4. Part Town lowered because due mainly to decrease in number of permits sold in 2001. The Commission briefly discussed ways to increase revenue; such as fee hikes, increase number of participants or extended day for camps. Commissioner Druker suggested that the Summit Soccer Camp and timing of late summer field maintenance schedule be reviewed at the Commission meeting in January or February, 2002. On a motion by Commission Druker, seconded by Commissioner Dufficy the meeting was adjourned at 9:15 P.M.
