HomeMy WebLinkAbout2001_12_11 Recreation Commission Minutes TOWN OF MAMARONECK RECREATION COMMISSION Meeting Minutes Tuesday, December 11, 2001 The regular meeting of the Town of Mamaroneck Recreation Commission was held on Tuesday, December 11, 2001 in Conference Room "A" of the Mamaroneck Town Center, 740 West Boston Post Road, Mamaroneck at 7:30 P.M. PRESENT: Richard Conlan, Chairman Patricia Castellani James Druker Rosemary Dufficy William Paonessa Rita Plansky Terry Rainaldi ALSO PRESENT: Jill Fisher, Acting Superintendent of Recreation Stephen V. Altieri, Town Administrator Ernie Odierna, Town Board Liaison Mary Ellen Faulkner, Commission Secretary CALL TO ORDER The meeting was called to order at 7:45 P.M. by Chairman Conlan. APPROVAL OF MINUTES The minutes of November 13, 2001 were unanimously approved as submitted. ACTING SUPERINTENDENT'S UPDATE 1. Ms. Fisher informed the Commission of the different advertising methods being used by the Hommocks Park Ice Rink in an attempt to increase revenue and patronage. They include newspaper advertising, two for the price of one coupons, notices to school newsletter, LMC-TV and the Town web page. 2. Ms. Fisher reported to the Commission that the Rye YMCA has offered to provide an alternate swim facility for our lap swimmers during the month of January at no charge. This is the reciprocal agreement, which has allowed their patrons to use the Hommocks Pool while the YMCA pool is closed for its annual maintenance. 3. Ms. Fisher informed the Commission that because the pro-rated Hommocks Pool passes expire on December 31, 2001, it will be necessary for residents who wish to receive the discounted admission to the Hommocks Park Ice Rink to obtain a Rink pass this year. The cost of this pass is $14.00 for a family or $6.00 for an individual. 4. Ms. Fisher presented a request from Mr. David McGuckin, Mamaroneck Schools Athletic Director for use of the Carpino-Steffens Fields for Spring Athletics. Chairman Conlan stated that Ms. Fisher should approve these applications without bringing them before the Commission, as long as they adhere to established policies. 5. Ms. Fisher informed the Commission that the blacktop under the bridges at Memorial Park has been repaved and she passed around photos taken at the dedication ceremony for the new Toddler Playground apparatus. 6. Ms. Fisher distributed copies of a letter from LandTek outlining concerns regarding additional usage of the sidelines. Recreation Commission Meeting Minutes December 11, 2001 - Page 2 COUNCILMAN ODIERNA Councilman Odierna reported to the Commission on a meeting held with the School District regarding safety issues at the Hommocks School and requested that the Commission reconsider allowing Hommocks to use the sidelines of the Carpino-Steffens Fields. The School District feels that it is safer and easier to have all the children in the back of the school. Councilman Odierna stated that the School District will agree to the following: 1. The field will not be used in inclement weather. 2. The School District will install and maintain a fence to keep children off of the main playing fields. 3. The Town will maintain control. If at anytime the Commission feels the Fields are being abused they will have the power to rescind the this privilege. 4. Teachers will park in back of school and on Hommocks Road, so 22 to 25 parking spaces will be made available for Hommocks Park Ice Rink patrons. Signs will be posted designating an area for Rink Parking Only. For the safety of the children, it is necessary to close the service road to the Rink from 10:30 A.M. to 12:30 P.M. on school days. This will be done with a chain, but not locked. Ms. Fisher distributed a set of proposed Guidelines to be followed by the School District for the use of this area. Chairman Conlan would like to add that the School District will be responsible for any damage done and/or repairs that would need to be made due to this usage. Mr. Altieri stated that Ms. Fisher will retain control and will be able to close the fields whenever she feels that the guidelines are not being met. On a motion by Chairman Conlan, seconded by Commissioner Paonessa, a vote was taken to allow Hommocks School use of the sidelines of the Carpino-Steffens Fields for a six month trial basis. The Commission voted as follows: Chairman Conlan - yes Commissioner Dufficy - abstain Commissioner Rainaldi - abstain Commissioner Druker - abstain Commissioner Castellani - yes Commissioner Paonessa - no Commissioner Plansky - yes With the results of the vote being three yes, one no and three abstentions, the motion passed. There being no further business to come before the Commission, on a motion by Commissioner Druker, seconded by Commissioner Castellani the meeting was adjourned at 8:45 P.M.
