MINUTES OF A REGULAR MEETING OF THE PLANNING BOARD OF THE TOWN OF MAMARONECK HELD OCTOBER 11 , 1978, IN THE COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE , LARCHMONT, NEW YORK. CALL TO ORDER The meeting was called to order by the Chairman at 8:15 P .M. ROLL CALL Present: Mr. G. Norman Blair, Chairman I Mr. Fred L. Maggini Mr. Edward J. Cibulay Absent: Mr. Joseph Rigano Mrs. Mary Carlson Also present: Mr. Charles R. Elfreich, P.E. , Town Engineer APPROVAL OF MINUTES The minutes of the meeting of September 13, 1978 were presented and on motion duly made and seconded, approved as submitted. WINGED FOOT GOLF CLUB - SPECIAL PERMIT - PRO SHOP EXTENSION - BLOCK r► 347 PARCEL 1 The Town Board had referred the application of the Winged Foot Golf Club for a Special Permit to construct an addi- tion to their Pro Shop to the Planning Board and Mr. James Noletti , the Manager of the Club appeared before the Board. Mr. Noletti said the Club needed additional storage area for the member's golf bags and for the golf pro for his shop. The Board questioned about some shrubbery that would have to be removed and Mr. Noletti said additional shrubbery would be added and the appearance of the build- ing would be kept the same. After discussing the application the Board decided they would recommend that the Town Board approve the addition and instructed the Secretary to advise the Town Board of their decision. OLD BUSINESS - THE FAIRWAYS AT PRINCE WILLOW Mr. Elfreich said he had received a letter from Mr. Pollack' s Attorney which had arrived too late for the Town Board meeting. Mr. Pollack is requesting that the Town accept the improvements for the final acceptance of the streets in the subdivision . Mr. Elfreich told the Board that Ithe developer had not completed the patching of the pave- ment. PRELIMINARY HEARING ON SUBDIVISION OF LOT - 434 WEAVER STREET - i BLOCK 221 PARCEL 167 © Mr. Arpaia, the owner of the property in question, presented his application to the Board and said he had purchased the lot two years ago. The applicant said that the original house had been destroyed by fire and he had rebuilt the dwelling. Mr. Blair pointed out that the property was zoned R-10 One Family Residential and the lot Mr. Arpaia proposed to make into a building lot contains only 5,806 sq. ft. which is below the standards for an R-10 district. The plan, also, shows the lot where the house presently located is non-conforming as well . Mr. Arpaia pointed out that the majority of the homes in the area were on less than 10,000 sq. ft. The Board pointed out to Mr. Arpaia that the zoning had been changed in 1959 and some of the lots are presently non- conforming but when he purchased his property he was aware of the new zoning. After further discussion the Board decided they could not intentionally create two non-conforming lots. Mr. Arpaia presented the Board with a petition signed by some of his neighbors in which they said they did not feel if the property was divided it would cause any hard- ship. PRELIMINARY HEARING - MARBOURNE MEADOWS Mr. Mantell represented the applicants and said that if possible they would like to have the Public Hearing at the November meeting. The Board said they would have to receive the drawings in time so that the members and the Town Engineer would be able to review the plan and the Secretary would have to prepare the Public Notice to be sent to the Daily Times. Mr. and Mrs. Jesse Rothman of 16 Doris Road, who have an injunction against the developers said they have planted shrubbery on the right of way and want to stop the owners from removing the planting. A question was raised as to whether the trees were on land belonging to the Town or the developer' s property.
