HomeMy WebLinkAbout1976_06_09 Planning Board Minutes MINUTES OF A REGULAR MEETING OF THE PLANNING BOARD OF THE TOWN OF MAMARONECK HELD JUNE 9, 1976, IN THE COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE, LARCHMONT, NEW YORK. CALL TO ORDER The meeting was called to order by the Chairman at 8:25 P.M. ROLL CALL Present: Mr. Fred L. Maggini , Chairman Mr. Joseph Rigano Mr. G. Norman Blair Mrs. Mary Carlson Absent: Mr. Edward J. Cibulay Also present: Mr. Charles R. Elfreich, P.E. , Town Engineer Mr. William Paonessa, Building Inspector APPROVAL OF MINUTES The minutes of the meeting of April 14, 1976 were presented and on motion duly made and seconded, approved as submitted. APPLICATION FOR SPECIAL PERMIT FOR DANDRY PROPERTY - BLOCK 501 PARCEL 1 - PALMER AVENUE AND HARRISON DRIVE Mr. Joseph A. Minniti , an Attorney, of 100 Mamaroneck Ave- nue, represented the applicants and stated that they had applied to the Town Board for a Special Permit to use the property for a nursery business. An amendment had been added to the Zoning Ordinance stating that Nurseries be classifed as a Special Use. The property had recently been rezoned from OB-1 to Business. Mr. Minniti said they felt the use of the property would conform to the surround- ing areas of Larchmont and New Rochelle. Mr. Maggini said his only concern was about the traffic coming in and out on Palmer Avenue and asked the applicants if they found after they opened that there was a problem would they be willing to correct it. The applicants said they had hired a traffic consultant to review the situa- tion and Mr. Richard F. Newhouse of Traffic Transporation and Systems, a Professional Consulting Service, said they had made a study of the traffic situation. Mr. Newhouse stated that they had used Tony' s Nurseries on the Post Road as their sample because it was the same type of busi- ness as the proposed nursery. Mr. Newhouse said they con- cluded that the traffic as shown on the proposed plan would function well . Mr. Rigano questioned as to whether the applicants would follow the plan submitted as far as construction, curbs, etc. The Chairman said that some of the neighbors had expressed concern regarding noise and odor. Mr. Minniti said the applicants wanted to make everything as pleasant as they could as it was to the best interest of the applicants as well as the neighbors. After further discussion the Board decided they would recommend their approval of the application to the Town Board. PRELIMINARY HEARING - LAUREL AVENUE EXTENSION SUBDIVISION Mr. Carducci , the Subdivider filed an application in 1973 for a subdivision which the Planning Board could not ap- prove because the plan did not show a right-of-way of 50 ft. and had advised the applicant of the need for the Town Board' s permission so as to allow a reduced width for the right-of-way. The Town subsequently had requested the New York State Department of Transportation to issue a Certificate of Necessity for a 25 ft. right-of-way which was refused by the State Department of Transportation. Mr. Carducci has subsequently purchased from the Town additional property so as to permit the subdivision and is submitting his application with a plan showing four lots and an 80 ft. cul-de-sac. The Board reviewed the preliminary plan and after further discussion advised Mr. Carducci they would have the Secretary arrange for the Public Hearing at the July 14, 1976 Meeting. CORRESPONDENCE The Secretary read a letter she had received from Ms. Karen Schwartzman of Frederick P. Clark Associates request- ing that Mr. Frederick Wiedle be allowed to speak to the members at the July 14th meeting to discuss the 208 Water Quality Project. Ms. Schwartzman said in her letter that after the meeting was confirmed by the Secretary sre would send the members copies of the "handout" . The Board advised the Secretary to let Ms. Schwartzman know that Mr. Wiedle could be placed on the agenda after the regular business.
