OF MAMARONECK HELD JUNE 8, 1977. IN THE COUNCIL ROOM OF THE WEAVER
STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE, LARCHMONT,
NEW YORK.
CALL TO ORDER
The meeting was called to order by the Chairman at 8:30
P.M.

Also present: Mr. Charles R. Elfreich, P.E. , Town Engineer
APPROVAL OF MINUTES
The minutes of the meeting of May 11 , 1977 were presented
and on motion duly made and seconded, approved as submitted.
PRELIMINARY HEARING - SUBDIVISION OF LOT - BLOSSOM TERRACE AND PALMER
AVENUE - BLOCK 403 PARCEL 99
Mr. David Jutkowitz, an Attorney, who resides at 720 Milton
Road, Rye and has an office at 20 South Broadway, Yonkers,
represented the applicant, Mr. Anthony Spencer. Mr. Jut-
kowitz said that Mr. Spencer had purchased the property
in question from the Board of Education and it is zoned
R-2 Family. Mr. Spencer proposes building mostly one
family houses on lots of approximately 5,000 sq. ft.
Mr. Jutkowitz said the lots were legal building lots but
that there was a question concerning the right-of-way
which he hoped to be able to clear up. If Mr. Spencer
is successful in negotiating the sale of the right-of-
way they will dedicate the road to the Town.
Mr. Blair questioned the length of the cul-de-sac. The
Board decided that in its judgment a variation to the
400 ft. cul-de-sac was warranted because another access
to Palmer Avenue would increase traffic to the existing
residential area.
Mrs. Carlson asked about the bus shelter that is presently
on Palmer Avenue. Mr. Spencer advised that the bus shelter
is on public property.
Mr. Maggini had spoken to some of the neighbors in the
area of the proposed subdivision and several appeared
at the meeting. The neighbors all favored the cul-de-sac
in preference to the road going out to Palmer Avenue.
Mr. John Ibelli of 987 Palmer Avenue said that there was

concern about blasting and if the lots that contain less
than the 100 ft. depth would be on top of the existing
homes. Mr. Maggini advised that according to the zoning
they would have to maintain a 25 ft. rear yard.
Mrs. Carlson asked how many houses would be two family.
Mr. Spencer said according to the plan there is only one
two family unit. The applicant pointed out that the pro-
posed plan was more advantageous to the builder and in
terms of density it would be the same.
A question was raised concerning the trees and Mr. Rich-
ard Spinelli , who is the Surveyor, said he was preparing
a topographical map showing the trees that are more than
6" in diameter. From that they will judge which trees
are to remain.
After further discussion the Board advised the applicant's
Attorney that the Board could not proceed further until
the question of the right-of-way was cleared up with the
Town Attorney.

There being no further business to come before this meet-
ing it was adjourned at 10:00 P.M.
