HomeMy WebLinkAbout1978_06_14 Planning Board Minutes MINUTES OF A REGULAR MEETING OF THE PLANNING BOARD OF THE TOWN OF MAMARONECK HELD JUNE 14, 1978, IN THE COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE, LARCHMONT, NEW YORK. CALL TO ORDER The meeting was called to order by the Chairman at 8:30 P.M. ROLL CALL Present: Mr. Fred L. Maggini , Chairman Mr. Joseph Rigano Mr. G. Norman Blair Mr. Edward J. Cibulay Absent: Mrs. Mary Carlson Also present: Mr. Charles R. Elfreich, P.E . , Town Engineer APPROVAL OF MINUTES The minutes of the meeting of May 10, 1978 were presented and on motion duly made and seconded, approved as submitted. PUBLIC HEARING - SUBDIVISION OF LOT ON PALMER AVENUE AND BLOSSOM TERRACE Mr. and Mrs. Porcelli appeared before the Board and the members present discussed the application. The Board decided that the subdivision met all the requirements and that water and sewers are available. The subdivision was approved by the Board and the follow- ing Resolution was adopted: WHEREAS, Mr. and Mrs. Albert Porcelli , owners of the premises located on Palmer Avenue and Blossom Terrace and known on the Tax Assess- ment Map of the Town of Mamaroneck as Block 403 Parcels 1 and 31 and shown on a subdivi- sion map of "Property belonging to Albert and Ann Porcelli , Town of Mamaroneck" dated June 6, 1978, have filed with this Board an appli- cation for the approval of the subdivision of this plat; and WHEREAS, pursuant to Sections 276 and 277 of the Town Law, a Public Hearing was held on June 14, 1978 after notice was published in the official newspaper of the Town of Mamaro- neck, the Daily Times; and WHEREAS, this Board has examined the plans and determined that the same are all satisfac- tory; NOW, THEREFORE, BE IT RESOLVED, that the application of Mr. and Mrs. Albert Porcelli be approved subject to the ap- proval of the Westchester County Health Depart- ment and the Chairman of the Planning Board is hereby authorized to sign such subdivision map as evidence of the approval of same. PUBLIC HEARING - SUBDIVISION OF REVSON PROPERTY Mr. Roger Sirlin, an Attorney, represented the applicant and said that the property is presently owned by the Estate of Mr. Charles H. Revson and that as soon as the subdivision is approved the property would be sold to Soper Realty, who in turn were selling to three indivi- dual owners. The Board pointed out that the application would be ap- proved subject to the approval of the County Health Depart- ment and the Board was requesting the three lots have separate driveways and separate septic systems. The Board, also, requested the application be approved sub- ject to the demolition of the existing building on a portion of lot 6. After further discussion the application was approved subject to the conditions as stated and the following Resolution was adopted: WHEREAS, the Estate of Charles H. Revson, owners of the premises located at Premium Point and known on the Tax Assessment Map of the Town of Mamaroneck as Block 509 Parcel 86 and shown on a "Subdivision Map showing lots 7,8 and a portion of lot 6 as shown on Map of Bon Repos- Town of Mamaroneck, Westchester County, New York" dated June 2, 1978 have filed with this Board an application for the approval of the subdivision of this plat; and WHEREAS, pursuant to Section 276 and 277 of the Town Law, a Public Hearing was held on June 14, 1978 after notice was published in the official newspaper of the Town of Mamaro- neck, the Daily Times; and WHEREAS, this Board has examined the plans and determined that the same are all satisfac- tory; NOW, THEREFORE, BE IT RESOLVED, that the application of the Estate of Charles H. Revson be approved subject to the following conditions : 1 . That the applicant show separate driveways for each dwelling on the final subdivision plat. 2. That the existing building on a portion of lot 6 be demolished. 3. The applicants provide separate septic systems for each house subject to the approval of the Westchester County Health Department. FURTHER RESOLVED, that upon compliance with the above conditions , the Chairman of the Plan- ning Board is hereby authorized to sign such subdivision map as evidence of the approval of the same. PRELIMINARY HEARING - MARX PROPERTY Mr. Louis Bernstein appeared before the Board with his Engineer, Mr. Arthur Van Suetendael and said they repre- sented the developers of the property. Mr. Bernstein said that Mrs. Marx was still the owner of the property and they had submitted an application signed by Mrs. Marx. The proposed plan shows 49 lots and Mr. Bernstein said there would be difficulties because of the topography of the lot which contains a tremendous amount of rock. Mr. Bernstein assured those present that the developers would do everything in their power to cooperate. The neighbors expressed concern regarding traffic , blast- ing and the problem children would have travelling to the Mamaroneck Avenue schools . The Board said they would discuss the traffic problem with the County Traffic Engineer and assured the neighbors that all construction companies and contractors who use dynamite and perform blasting must be licensed by the State plus the Town requires they post a blasting bond. It was pointed out that two thirds of the proposed homes would be in the Scarsdale school district and only a small portion would be going to Mamaroneck schools. The Board asked the deve- lopers to revise the plan showing an additional access road and in lieu of land for recreation they suggested they would accept monies to develop a piece of property nearby that had been set aside for recreation. The Board advised the applicants to return next month with a revised plan. ADJOURNMENT There being no further business to come before this meet- ing it was adjourned at 10:30 P.M.
