OF MAMARONECK HELD JULY 14, 1976, IN THE COUNCIL ROOM OF THE WEAVER
STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE, LARCHMONT,
NEW YORK.
CALL TO ORDER
The meeting was called to order by the Chairman at 8:20
P.M.

APPROVAL OF MINUTES
The minutes of the meeting of June 9, 1976 were presented
and on motion duly made and seconded, approved as submitted.
PUBLIC HEARING - APPLICATION FOR SUBDIVISION "LAUREL AVENUE EXTENSION"
The Chairman asked the Secretary to read the Public Notice.
PLEASE TAKE NOTICE that the Town of Mamaroneck
Planning Board pursuant to Sections 276 and 277
of the Town Law will hold a Public Hearing on
July 14, 1976 in the Council Room of the Weaver
Street Firehouse, Weaver Street and Edgewood
Avenue, Town of Mamaroneck, Larchmont, New York
at 8:15 on the application of Mr. Joseph Car-
ducci for the approval of a subdivision known
as "Laurel Avenue Extension" located on the
southeast side of Laurel Avenue between Thomp-
son and Weaver Streets and known on the Tax
Assessment Map of the Town of Mamaroneck as
Block 124 Parcel 270 and shown on a Survey done
by Mr. Thomas McEvoy, New York State Land Sur-
veyor (License No. 39309) and dated May 27,
1976.
TAKE FURTHER NOTICE that all persons present
will be given an opportunity to be heard,
Mr. Carducci presented his application to the Board and
explained that Laurel Avenue would never be through street.
He further stated that there were four building lots which
presently meet the Zoning Requirements for an R-6 Resi-
dential District located on the street.
A group of the neighbors present at the meeting looked
at the plans.

After some discussion the Board decided to approve the
application subject to the approval of the Westchester
County Health Department, Westchester Joint Water Works
and the acquisition of land Mr. Carducci is seeking to
purchase from the Town.
The following Resolution was hereby adopted:
WHEREAS, Mr. Joseph Carducci , owner of the pre-
mises located on the southeast side of Laurel
Avenue between Thompson and Weaver Streets known
on the Tax Assessment Map of the Town of Mama-
roneck as Block 124 Parcel 270 has filed with
this Board an application for the approval of
the subdivision of this plat; and
WHEREAS, pursuant to Sections 276 and 277 of
the Town Law, a Public Hearing was held on July
14, 1976 after notice was published in the of-
ficial newspaper of the Town of Mamaroneck,
the Daily Times; and
WHEREAS, this Board has examined the plans and
determined that the same are all satisfactory;
NOW, THEREFORE, BE IT
RESOLVED, that the application of Mr. Joseph
Carducci be approved subject to the following
conditions :
1 . That the applicant establish that
he is the owner of the property he
indicates he is negotiating to pur-
chase from the Town.
2. The applicant shall install all
street improvements in accordance
with the standard and procedure ac-
ceptable to the appropriate Town Depart-
ments.
3. That no building permits shall
be issued until the applicant either
furnishes a performance bond or posts
a cash deposit in an amount specified
by the Town Engineer for the comple-
tion of such improvements.
4. That formal offers or deeds of
cession to the public of all streets,
highways, easements or public places
indicated on the plans filed with
the Planning Board shall be in form
satisfactory to the Town Attorney
until such streets are formally ac-
cepted by the Town Board, provided
that such delivery of such offers
or deeds shall not constitute an accept-
ance by the Town of any dedication
of any such street, highway, easements,
or public places , nor waive the pay-
ment of necessary title changes and
recording fees, but that such accept-
ance shall be based upon the adoption
of a Resolution by the Town Board.
5. That the applicants obtain approval
from the Westchester Joint Water Works
and from the Town Board of the
Town of Mamaroneck for the extension
of the water mains as shown on said
construction drawings and that an
amount sufficient to cover the installa-
tion of said water lines and appur-
tenances as estimated by the Manager
of said Water Works, be deposited
with said Water Works.
6. That the applicants obtain approval
of the Westchester County Health Depart-
ment for all public water supply facil-
ities and public sanitary sewers to
serve all structures intended for
human occupancy constructed in said
subdivision.
FURTHER RESOLVED, that upon compliance with
the above conditions, the Chairman of the Plan-
ning Board is hereby authorized to sign such
subdivision map as evidence of approval of
same.
MEETING IN REFERENCE TO THE 208 WATER QUALITY PROJECT
Mr. Weidle who is with the firm of Frederick P. Clark
Associates said that his Company had been retained by
the Westchester County Department of Planning as consul-
tants on the 208 Water Quality Project. Mr. Weidle said
they had a deadline to furnish their report and were
asking the help of the individual communities to give
them the information they had on hand.
Mr. Elfreich said that the Engineering Department had
made maps of the Community last year which he would be
glad to show Mr. Weidle. Mrs. Carlson said she had been
working on a Committee that was reviewing the Master
Plan and would be glad to help out with any information
they had. Mrs. Carlson, also, advised Mr. Weidle to
contact Mr. Emanuelson, who is a Consultant to the Con-
servation Department and would probably be able to help
him out.
ADJOURNMENT
There being no further business to come before this meet-
ing it was adjourned at 9:45 P.M.
