MAMARONECK HELD JULY 12, 1978, IN THE COUNCIL ROOM OF THE WEAVER
STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE, LARCHMONT,
NEW YORK.
CALL TO ORDER
The meeting was called to order by the Chairman at 8:15
P.M.
ROLL CALL
Present: Mr. G. Norman Blair, Chairman
Mr. Fred G. Maggini
Mr. Joseph Rigano
Mrs . Mary Carlson
Absent: Mr. Edward J. Cibulay
Also present: Mr. Charles R. Elfreich, P.E. , Town Engineer
TRIBUTE TO MR. MAGGINI
Mr. Maggini , whose term had expired the beginning of
July had consented to stay on the Board but not as Chair-
man. Mr. Blair was appointed Chairman and in his tribute
to the outgoing Chairman said that Mr. Maggini had done
a terrific job as Chairman for many years.
APPROVAL OF MINUTES
The minutes of the meeting of June 14, 1978 were presented
and on motion duly made and seconded, approved as sub-
mitted.
PRELIMINARY HEARING - MARX PROPERTY
Mr. Arthur J. Van Suetendael , who is the Engineer for
the developer, presented a revised plan to the Board.
The Board pointed out that there were several lots that
were not buildable lots because they did not meet the
required frontage.
Several of the neighbors from Fairway Drive expressed
disapproval because the new road would be behind their
homes and they contended that it would be dangerous for
their children who presently play in the back yards of
their property. It was pointed out that one of the resi-
dences had a very shallow rear yard. Mr. Blair said
that because of the rock condition of the property the
road could not be moved back very much. Mr. Elfreich
suggested that possibly the location of the roadway in
the right-of-way could be offset to provide a greater
buffer between the rear of the existing houses and the
curb of the new roadway and that the final plan could
specify screening so that the road would not be visible
from the residences .

Mr. Elfreich said he had sent a copy of the plan to the
Westchester County Traffic Department and although he
had not received any formal reply when he had spoken
to the Traffic Commissioner Office they had implied that
the subdivision would have little effect on local traf-
fic because there are three existing major outlets (Old
White Plains Road-south; Griffen Avenue-west; Old Mama-
roneck Road-north). Mr. Elfreich, also, said that he
had sent copies of the proposed plan to several of the
Town Departments but has not received any comments as
yet. Mr. Maggini said he had spoken to Mr. Emanuelson, Con-
sultant to the Town Conservation Advisory Committee,
who advised that he did not think an ecological impact
study was necessary.
A question of blasting was discussed again and one of
the neighbors said he would take the matter up with the
Town Council .
After further discussion Mr. Blair advised those present
that the Board would take all their suggestions into
consideration and advised the applicants to return at
the next meeting with more detailed plans at which time
the Board will decide whether or not the applicants will
be ready for the Public Hearing.
PROPOSED ADDITIONS TO FINAST SHOPPING CENTER
Mr. Paonessa, the Building Inspector had sent the Board
a copy of a revised site plan showing the additions to
the Finast Shopping Center. Mr. Paonessa said in his
memo that the original plan had been revised to conform
with the recommendations and requirements of the New
York State Department of Transportation. Mr. Paonessa
asked the members of the Planning Board to review the
plan and if they had any comments or recommendations
to submit them to the Building Department. The Board
discussed the plan and decided they had no objection.
ADJOURNMENT
There being no further business to come before this meet-
ing it was adjourned at 10:45 P.M.
