CALL TO ORDER The meeting was called to order by the Chairman at 8:30 P.M. ROLL CALL Present: Mr. Fred L. Maggini , Chairman Mr. G. Norman Blair Mr. Edward J. Cibulay Mrs. Mary Carlson Absent: Mr. Joseph Rigano Also present: Mr. Charles R. Elfreich, Town Engineer Miss Susan Gallion, Westchester County Planning Department APPROVAL OF MINUTES The minutes of the meeting of June 12, 1974 were presented and on motion duly made and seconded, approved as submitted. APPLICATION OF MR. FRANK MICELLI FOR SPECIAL PERMIT - BLOCK 131 PARCELS 36 & 40 Mr. Francis A. Auletta, an Attorney of 350 Mamaroneck Avenue, Mamaroneck, New York, represented the applicant. The Chairman asked the Secretary to read the rider attached to Mr. Micelli 's application to the Town Board for a Spec- ial Permit to construct a one story building 40'x40' for the maintenance and storage of buses. In the rider the applicant stated that in his previous application which was approved by the Town Board on September 6, 1972 Mr. Micelli was permitted to use his property for the main- tenance ,service and storage of contractor's equipment and school buses. The rider stated that because of the slow down of the construction business the applicant has found it necessary to decrease his need for the entire property as a contractor's storage yard and the bus ten- ant is not financially able to assume the full use of the entire property and garage threatening to leave un- less a new arrangement can be made. The applicant there- fore has decided to divide the entire parcel of 15,000 sq. ft. into two parcels of 7,500 sq. ft. each and erect a small maintenance building to service and store 13 school buses on Parcels 36 and 40. Mr. Auletta stated that the present certificate of occu- pancy is for the entire lot and each parcel would be 75' x100' . The proposed building would be a one story build- ing 40' x40' primarily for the maintenance and storage 7. of school buses. Mr. Auletta said the reason for the request is for economy and the bus owner would be able to save about $600. a month on his rent. Mr. Auletta further stated that across the street from the site in question is the City of New Rochelle and the proposed use would be permitted according to their zoning. Mr. Maggini questioned as to what the existing building would be used for and Mr. Auletta said that the applicant already has a prospective tenant who wants to use the building for a warehouse. It was pointed out that the two parcels would be separated by a wall and chain link fence. The Board, also, questioned as to the drainage and what provision the applicant intended to make for waste oil storage and the disposition of the waste water from the washing of the equipment. The Board decided the same provision should be made as in the previous ap- plication. Mr. Blair questioned as to whether there was any rock and Mrs. Carlson asked about the service the buses were providing. Mr. William F.McAloon, President of the Beech- mont Bus Service and Mr. Micelli ' s tenant discussed his bus routes. After further discussion the Board asked the Secretary to write a memo to the Town Board advising them of the Board' s decision to recommend the approval of the appli- cation with the following provisions : 1 . That adequate provision be made for waste oil storage similar to that in gasoline service stations. 2. That adequate provision be made for the disposal of waste water from the washing of the equipment. 3. That adequate provision be made for off-street park- ing for all employees.
