HomeMy WebLinkAbout1989_07_12 Planning Board Minutes O MINUTES OF THE REGULAR MEETING OF THE PLANNING BOARD OF THE TOWN OF MAMARONECK JULY 12, 1989, IN THE SENIOR CENTER, TOWN CENTER 740 WEST BOSTON POST ROAD MAMARONECK, NEW YORK Present: Sanford A. Bell, Chairman Jerry R. Donatelli Norma Jacobson Patricia Latona Alan P. Murray Absent: James J. Romeo Also Present: Lee A. Hoffman, Jr. , Town Counsel Gary Trachtman, Consulting Engineer Bonnie M. Burdick, Recording Secretary CALL TO ORDER The meeting was called to order by Chairman Bell at 8:17 PM. He announced that the first two items on the agenda were being postponed. CONSIDERATION OF SUBDIVISION APPLICATION William Cord 385 Weaver Street Block 112 Parcel 390 Mr. Cord appeared on behalf of the application. He explained that the lot consisted of nine/tenths of an acre. When divided the lots would be 26,000 square feet and over 13,000 square feet. 85 feet would be the frontage on Weaver Street with a driveway on Senate Place for the new lot. Mr. Bell suggested that Mr. Cord could go on for final subdivision approval if he supplied the Board with the additional information required,including drawings showing access to Senate Place, footprint of a new house with spot elevations and locations of utility hookups for Parcel 1. On motion of Mr. Murray, seconded by Mrs. Jacobson, it was unanimously RESOLVED, that the Planning Board is the Lead Agency and solely responsible for determining whether the proposed action may have a significant impact on the environment; and it is FURTHER RESOLVED, that this is an unlisted action. On motion of Mrs. Latona, seconded by Mr. Murray, it was unanimously RESOLVED, that this Board hereby sets Wednesday, August 9, 1989, at 8:15 P.M. as the date and time for a Public Hearing on the application of William Cord; and be it July 12, 1989 -2- FURTHER RESOLVED, that the Board Secretary is hereby authorized to publish the Notice of said Public Hearing in the Official Newspaper of the Town of Mamaroneck; and it is FURTHER RESOLVED, that this matter is referred to the Coastal Zone Management Commission for its review. CONSIDERATION OF APPLICATION FOR FRESHWATER WETLANDS AND WATER COURSES PERMIT - Mr. and Mrs. Takeda 23 Kolbert Drive Block 308 Parcel 132 Tom Fegera, architect, appeared on behalf of the application. He explained that the Takedas wish to enclose a sunroom on an existing open deck. 3 lolly columns would be added. Since the property is in a controlled area, the law requires that Mr. Trachtman make a written comment to the Board. Mr. Bell suggested that the applicants get in touch with Mr. Trachtman and plan to come back to the next meeting. On motion of Mr. Murray, seconded by Mr. Donatelli, it was unanimously RESOLVED, that the Planning Board is the Lead Agency and solely responsible for determining whether the proposed action may have a significant impact on the environment; and it is FURTHER RESOLVED, that this is a Ty pe II action having no significant impact on the environment as determined by New York State or corresponding local law, therefore requiring no further action under SEQRA. NEW LAW Mr. Hoffman distributed copies of a new State law which permits localities to enact laws to permit trading of density rights. CAR WASH Mrs. Latona reported on a site inspection that she and Mr. Romeo had made to Hi-Tech car wash and suggested that Mr. Jakubowski be sent to check out the method of water dispersal MEQRA Ms. Ng reported that a new local SEQRA law was being written.
