CALL TO ORDER
The meeting was called to order by Chairman Bell at 8:30 PM.
CONSIDERATION OF SUBDIVISION APPLICATION

Theresa Cribbin, attorney, appeared with Mr. and Mrs. Auffarth. She
stated that the Auffarths wish to divide the property to build a house
facing on Hillcrest Avenue which their daughter would ultimately
occupy, initially.
Since variances are required for the size of the lots, variances must
be obtained before making final subdivision approval. The Zoning Board
would be the Lead Agency under SEQRA. In order to speed up the
process, the Planning Board could, at this meeting, refer the matter to
the CZMC.
Therefore, on motion of Mr. Romeo, seconded by Mr. Donatelli, it was
unanimously
RESOLVED, that the proposal to subdivide 20 Edgewood Avenue
(Block 123 Parcel 309) be referred to the Zoning Board for
SEQRA determination and its decision and to the CZMC for its
opinion.
CONSIDERATION OF SUBDIVISION APPLICATION
John Kuhn a/k/a Hans Kuhn
12 & 14 Copley Road

Anthony Antonozzi, attorney, appeared on behalf of Mr. Kuhn. Mr. Kuhn
owns two houses on one lot. He wishes to subdivide the property and
sell off one house. It will be necessary for Mr. Kuhn to go before the
Zoning Board as there is not sufficient total side yard on one lot.
Referral to the CZMC is not necessary.

Mr. Hoffman stated that the Planning Board could approve this
subdivision subject to the granting of a variance by the Zoning Board.
On motion of Mr. Schramm, seconded by Mrs. Latona, it was unanimously
RESOLVED, that the Planning Board is the Lead Agency and
solely responsible for determining whether the proposed
action has a significant impact on the environment.
On motion of Mr. Schramm, seconded by Mrs. Latona, it was unanimously
RESOLVED, that this application is a Type II action under
SEQRA.
On motion of Mr. Schramm, seconded by Mrs. Latona, it was unanimously
RESOLVED, that this Board hereby sets Wednesday, February 8, 1989
at 8:15 P.M. as the date and time for a Public Hearing on the
application of John Kuhn, a/k/a Hans Kuhn; and be it
FURTHER RESOLVED, that the Board Secretary is hereby authorized
to publish the Notice of said Public Hearing in the Official
Newspaper of the Town of Mamaroneck.

Since these two applications concern the same piece of property, they
were discussed together. Michael Poles, attorney, represented the
realty corporation, and Donald Mazin, attorney, and Steven Bernard,
owner, appeared on behalf of High Tech which is a car wash operation.
The realty corporation wants to break off a lot and build a house on
it. Members of the Board stated that a buffer zone between the house
and the business district would be required. The Business District
line runs through the proposed house property. Mr. Hoffman stated that
a use variance or zoning change might be required to change the
proposed residential lot completely to residential.
A new special permit must be obtained for the car wash, because it
changed ownership. Mr. Bernard wanted to make cosmetic changes to the
building, too.

Mr. Hoffman stated that the subdivision was a different SEQRA issue
from the operation of the car wash. Therefore, the Board decided each
issue separately.
Concerning the subdivision, the Board suggested submitting the
application to the Zoning Board and seeking the assistance of Mr.
Trachtman, the Consulting Engineer. The Board will determine SEQRA at
its next meeting.
On motion of Mr. Schramm, seconded by Mr. Donatelli, it was unanimously
RESOLVED, that the proposal to subdivide 2434 Boston Post
Road (Block 503 Parcel 326) be referred to the CZMC for its
opinion.
In connection with the site plan and special permit for the car wash,
the Board recommended supplying more information, contacting Mr.
Trachtman, and then going before the Zoning Board. The Planning Board
will determine SEQRA for this application at its next meeting.
On motion of Mr. Donatelli, seconded by Mrs. Jacobson, it was
unanimously
RESOLVED, that the proposal for a site plan and the request
for a special permit for 2434 Boston Post Road (Block 503
Parcel 326) be referred to the CZMC for its opinion.
APPROVAL OF MINUTES
Mr. Bell asked Mrs. Burdick to re-circulate the minutes of November 9,
1988.
On motion of Mr. Schramm, seconded by Mr. Bell, the minutes for January
11, 1989 were approved.
DISCUSSION OF MASTER PLAN, PHASE I AND PHASE II
There was discussion about the Master Plan to acquaint Mrs. Latona, who
had missed the meeting of January 11, 1989, with the salient points
covered then.
On motion of Mr. Schramm, seconded by Mr. Bell, the meeting was
adjourned at 11:08 PM. ,
