STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE, LARCHMONT, NEW
YORK.
CALL TO ORDER
The meeting was called to order by the Chairman at 8:05
P.M.

APPROVAL OF MINUTES
On motion made, seconded and carried the minutes of the
meeting of December 12, 1984 were accepted as corrected.
APPLICATION OF JOSEPH T. MALONEY (BERRINGER PROPERTY) - CONSIDERATION
OF DRAFT ENVIRONMENTAL IMPACT STATEMENT
Mr. Hoffman explained to the Board that the procedure would be
for the Board to make a motion to set up a Public Hearing
for both the acceptance of the Draft Environmental Impact
Statement and the application for the preliminary subdi-
vision approval. The reason for doing both at the same
time Mr. Hoffman said was because the Town Law sets a time
limit for holding a public hearing after a complete pre-
liminary subdivision application is filed. The preliminary
subdivision application is only complete after the Draft
Environmental Impact Statement has been accepted.
Mr. Hoffman had prepared a draft Resolution which was read
aloud and a motion was then made and seconded with all
the members in favor. The following Resolution was adopted:
1. That the Board accept the Draft Environmental
Impact Statement prepared for Joseph Maloney
by William Morganroth, P.E. , as completed based
upon the report of the Consulting Engineer (Gary
Trachtman) and upon the review of the Draft En-
vironmental Impact Statement by the members of
the Planning Board;
2. Direct the Secretary to the Planning Board
to give notice of acceptance of the Draft Envi-
ronmental Impact Statement to all parties entitled
to such notice and set the period for public
comment as January 17, 1985 to February 23, 1985
(ten days after the close of the hearing) .
3. Set the date for Public Hearing on the Draft
Environmental Impact Statement for Feburary 13,
1985 at 8:00 P.M. at the Weaver Street Firehouse,
Weaver Street and Edgewood Avenue, Larchmont,
New York.
4. Direct the Secretary to the Planning Board
to give notice of Public Hearing on Draft Envi-
ronmental Impact Statement to all parties entitled
to notice;
5. Set the date for the Public Hearing for Pre-
liminary Subdivision for a Preliminary Plat filed
on behalf of Joseph Maloney and dated July 23,
1984 for February 13, 1985 and immediately fol-
lowing the Hearing on the Draft Environmental
Impact Statement.
6. Direct the Secretary of the Planning Board
to arrange for publication of the notice.
APPLICATION OF GARFIELD HOUSING CORP. - SUBMISSION OF ENVIRONMENTAL
ASSESSMENT FORM
Mr. Kalos turned the meeting over to Mr. Schramm to act
as Chairman.
The Board had received copies of a long form Environmental
Assessment Form on the site plan application to be sub-
mitted by Garfield Housing Corp. Mr. Trachtman had also
received a copy of the Form. Mr. Hoffman advised the
Board that no action could be taken since no formal ap-
plication had been presented to the Board.
Mr. Sachs, the Attorney for the applicant said that his
understanding was that after the last meeting which was
a presubmission application they should not present a
formal conference until such time as they had prepared
the new long assessment form. Mr. Sachs said they under-
stood that if the assessment form was acceptable then
a formal site plan application could be submitted. Mr.
Sachs stated that their Architect had met with Mr. Trach-
tman with the hope that what they had prepared for this
meeting would have been reviewed and if Mr. Trachtman
wanted any additional information it could be submitted.
Mr. Schramm pointed out that there had been a change in
the procedure and the site plan application would have
to be submitted.
Mrs. Carlson questioned as to whether when they receive
the information it would be a Public Hearing on the SEQR
issues.
Mr. Hoffman said that the Board would make its decision
based on whether it is significant or not significant
and that would have bearing on whether a Public Hearing
would be necessary or not.
Mr. Sachs pointed oit that the Board had not only the assess-
• ment form to base their review on but also the previous
documents and he hoped that if there was any new technical
information or other reports required they would be in-
formed prior to their submission. Mr. Trachtman said
he would review the form and get in touch with them before
the next meeting.
Mrs. Carlson requested they take a look at question #5
on the assessment form and said that the pumping station
is not adequate to handle the additional load this pro-
ject will bring. Dr. Mason pointed out that it is not
adequate to handle the conditions that exists now and
by adding an additional load it will be worsened. Mr.
Sachs said they would address that in their further analy-
sis and asked Mr. Trachtman how soon they would be hear-
ing from him. Mr. Trachtman said he would do the best
he could and it would probably be within a week.
