MAMARONECK HELD MARCH 8, 1983, IN THE AUDITORIUM OF THE WEAVER STREET
FIREHOUSE, :WEAVER STREET AND EDGEWOOD AVENUE, LARCHMONT, NEW YORK.
CALL TO ORDER
The meeting was called to order by the Chairman at 8:25
P.M.

Mr. Charles R. Elfreich, P.E. , Town Engineer
A Court Stenographer was also present and his transcript
will be the record of the meeting.
APPROVAL OF MINUTES
The minutes of the meeting of February 9, 1983 were pre-
sented and on motion duly made and seconded, approved
as submitted.
PUBLIC HEARING - SUBDIVISION - 31 SETON ROAD - BLOCK 116 PARCEL 428
PUBLIC NOTICE
PLEASE TAKE NOTICE that the Town of Mamaroneck Planning
Board pursuant to Sections 276 and 277 will hold a Public
Hearing on March 8, 1983 in the Auditorium of the Weaver
Street Firehouse, Weaver Street and Edgewood Avenue, Town
of Mamaroneck, Larchmont, New York at 8:15 P.M. on the
application of Mr. and Mrs. Frederick Hafetz for the ap-
proval of the subdivision of a lot located at 31 Seton
Road and known on the Tax Assessment Map of the Town of
Mamaroneck as Block 116 Parcel 428 and shown on a Survey
done by Richard A. Spinelli, L.S. , dated January 14, 1983.
TAKE FURTHER NOTICE that all persons present will be given
an opportunity to be heard.

Mr. and Mrs. Hafetz appeared before the Board and the
Chairman qeustioned the Engineer as to whether the plan
conformed to all the requirements. Mr. Pyron of 219 Rock-
ingstone Avenue, whose property is adjacent to the pro-
posed subdivision said that the property in question ori-
ginally belonged to the property he now owns. Mr. Pyron
said that he has a terrace there now and wonders if he
has any rights to the piece of land.
�•.� A letter was delivered to the meeting addressed to the
Zoning Commissioner from Mr. and Mrs. James Santos of
233 Rockingstone Avenue in which they expressed their
concern about the type of house that could be built on
the property.
After further discussion the Board decided to approve
the subdivision and the following Resolution was adopted:
WHEREAS, Mr. and Mrs. Frederick Hafetz, owners
of the property located at 31 Seton Road and
known on the Tax Assessment Map of the Town
of Mamaroneck as Block 116 Parcel 428 has filed
an application with this Board for the approval
of the subdivision plat; and
WHEREAS, pursuant to Sections 276 and 277 of
the Town Law, a Public Hearing was held on March
8, 1983 after a notice was published in the
official newspaper of the Town of Mamaroneck,
the Daily Times; and
WHEREAS, this Board has examined the plans and
determined that the same are all satisfactory;

WHEREAS, this Board has determined that the
application will not cause problems to water
supply, sewerage disposal, drainage, fire pro-
tection or noise and therefore will not have
significant affect upon the environment;
NOW, THEREFORE, BE IT
RESOLVED, that the application of Mr. and Mrs.
Frederick Hafetz be approved subject to the
approval of the Westchester County Health Depart-
ment. The Chairman of the Planning Board is
hereby authorized to sign such subdivision map
as evidence of the approval of same.
OFFICE BUILDING( - 2155 PALMER AVENUE
Mr. Kalos summarized all the details since the applicants
first appeared before the Board up to the present time.
The Chairman said that the main concerns were traffic and
drainage and that he believes what has been submitted
has answered the questions.
Mr. Kalos said that the Board has listened to the responses
from the Pine Brook Association and they have to decide
`4- whether what has been submitted answered all the questions.
Mr. Guy Scutaro of 2 Lundy Lane and Mrs. Joan Williams,
who is the Chairman of the Village of Larchmont Planning
Commission spoke and Mrs. Williams said that the Village
,.� is concerned about the increase in traffic. Mr. Pyne asked
where the Village was at the time the Daitch Shopwell,
the Mini mall and an Office building were built. Mr. Engel
and Mr. Troy of the Pine Brook Association both spoke and
Mr. Lowy, who is the Chairman of the Village of Larchmont
Zoning Board appeared.
Mr. Pyne, Mr. Schramm and Mr. Nicolaysen all agreed that
the Final Environmental Impact Study was complete and on
a vote of 3 to 2 accepted the Study with Mr. Kalos and
Mrs. Carlson voting against. The Board decided that they
would draft a Resolution giving the findings.
Mrs. McNamara who lives at 2 Robins Nest Lane which is
across the street from the proposed building said she will
lose her privacy.
The Board decided they would hold the next meeting on Thurs-
day, April 7th.
ADJOURNMENT
There being no further business to come before this meet-
ing it was adjourned at 11:00 P.M.
