HomeMy WebLinkAbout1982_07_14 Planning Board Minutes MINUTES OF A REGULAR MEETING OF THE PLANNING BOARD OF THE TOWN OF MAMARONECK HELD JULY 14, 1982, IN THE COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE , LARCHMONT, NEW YORK. CALL TO ORDER The meeting was called to order by the Chairman. ROLL CALL Present: Mr. Paul Kalos, Chairman Mrs. Mary Carlson Mr. Warner Pyne , Jr. Mr. Anton Schramm Mr. Emil Nicolaysen APPROVAL OF MINUTES The minutes of the joint meeting of the Planning Board and Town Board held June 23, 1982 and the regular meet- ing of the Planning Board held on July 7, 1982 were pre- sented and on motion duly made and seconded, approved as submitted. OLD BUSINESS - GARFIELD HOUSING Mr. Kalos said that the Town Council had requested that the applicant file a Final Environmental Impact Statement. A discussion was held concerning traffic and it was decided a traffic study should be made when school is back in session. The Board decided to extend the date for receiv- ing the Final Environmental Impact Study to September 15th. A Public Stenographer was present and his trans- cript will serve as the record of the hearing on the Gar- field Housing application. APPLICATION OF L.M. R. ASSOCIATES Mr. Joseph P. Clifford, the Attorney for the applicants , stated that they had received approval from the Zoning Board of Appeals for variances to construct a three story office building and off-street parking facilities but if they had been turned down they would not have had to appear at this time. Mr. Clifford said the variance was granted subject to conditions and one of the conditions was that the applicants file an Environmental Assessment Form with the Planning Board for their determination. Mr. Louis Goodman of 2 Hamilton Avenue, New Rochelle, who is the Architect for the applicants had prepared the Environmental Assessment Form and said that another con- dition that the Zoning Board had imposed was that they provide for at least 226 parking spaces instead of the 206 proposed by the applicants. Mr. Goodman said that the plan they are submitting to the Board at this meeting shows 230 parking spaces and that the most important items CL in the Environmental Assessment Form were in Part 2. Mr. Goodman stated that the project will alter the drain- age and that the runoff will be increased by about 50%. Also, Mr. Goodman said that the project will have an im- pact on existing traffic. Mr. Kalos said it would be necessary for the Planning Board to accept the Environmental Assessment Form and declare themselves the Lead Agency. A motion was made and seconded that the Planning Board accept the Environ- mental Assessment Form and declare themselves as the Lead Agency and the following Resolution was adopted: RESOLVED, that the Town of Mamaroneck Planning Board under the provisions of Local Law #1-1977 known as"Environmental Quality Review" hereby declares themselves to be the Lead Agency for the application of L.M. R. Associates and accepts the Environmental Assessment Form as submitted by the applicant. Mr. Clifford pointed out that the major problems are traf- fic and drainage and that the Village of Larchmont had approved an office building and mini shopping plaza on Palmer Avenue although neither one conformed with the off-street parking. Mr. Clifford further said that the property in question is zoned for that purpose. Mr. Schramm said he felt it should be a Type I Action and the Environmental Impact study would not have to be lengthy. Mr. Pyne said that because of the number of cars that will be going in there would be an impact on the Community and Mrs. Carlson said she felt they should require an Environmental Impact Study. Mr. Clifford stated that the building will cost approxi- mately five million dollars and will be a good rateable for the Town tax roll . Also, Mr. Clifford said this type of building would not generate traffic over weekends or at night. After further discussion the Board decided that notices should be sent to the required agencies and Mr. Kalos asked the Secretary to also mail notices to the Pine Brook Property Owners Association , the Village Clerk in the Village of Larchmont, the City of New Rochelle and the Village of Mamaroneck. It was decided in order to al- low for the thirty days that are required for the replies under S.E.Q. R. that the next meeting be held on August 18th.
