MAMARONECK HELD FEBRUARY 13, 1980, IN THE COUNCIL ROOM OF THE WEAVER
STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE, LARCHMONT,
NEW YORK.
CALL TO ORDER
The meeting was called to order by the Chairman at 8:30
P.M.

Also present: Mr. Charles R. Elfreich, P.E. , Town Engineer
APPROVAL OF MINUTES
The minutes of the meeting of January 9, 1980 were presented
and on motion duly made and seconded, approved as submitted.
PRELIMINARY HEARING ON SUBDIVISION OF LOT - BRUCE ROAD - BLOCK 346
PARCEL 94
Mr. George Forbes, an Attorney of 7 Woodland Avenue, Larch-
mont, New York , represented the applicant, Mr. Corey M.
Allen.
Referring to his memorandum, Mr. Forbes stated that the
"Map of Winged Foot Knolls Section 2" was completed and
dated 6/12/54 and filed in the Office of the County Clerk
at Westchester County on 9/13/54 as Map #9343. He, also,
stated the Planning Board had been created on September
8, 1954 and the Certificate of the Adoption of the Reso-
lution was not filed prior to 9/13/54. He then referred
to a list of building permits issued for homes on Bruce
Road.
The Board discussed the quality of the existing roadway.
Mr. Elfreich commented that he would recommend that the
road be improved to meet the requirements of the present
Planning Board Regulations and then offered for dedication
to the Town. Mr. Forbes responded that he did not agree
but felt the road should remain private and that minor
improvements could be made. The Board had no objections
to the plan but wanted the benefit of counsel as to whether
they could legally approve the subdivision and what con-
ditions could be stipulated pertaining to improvements
to Bruce Road.
The Board discussed SEQR and decided that no Environmental
Impact Study was needed.
The Board discussed variances that would be required from

the Zoning Board in order for building permits to be issued
and concluded that any approval made by the Planning Board
would be subject to approval by the Zoning Board.
The Board decided to set the date for the Public Hearing
to be held on March 12, 1980.

There being no further business to come before this meet-
ing it was adjourned.
