HomeMy WebLinkAbout1980_04_09 Planning Board Minutes MINUTES OF A REGULAR MEETING OF THE PLANNING BOARD OF THE TOWN OF MAMARONECK HELD APRIL 9, 1980, IN THE COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE, LARCHMONT, NEW YORK. CALL TO ORDER The meeting was called to order by the Chairman at 8:30 P .M. ROLL CALL Present: Mr. G. Norman Blair, Chairman Mrs . Mary Carlson Mr. Warner Pyne, Jr. Mr. Anton Schramm Mr. Paul Kalos Also present: Mr. Charles R. Elfreich, P .E. , Town Engineer APPROVAL OF MINUTES The minutes of the meeting of March 12, 1980 were presented and on motion duly made and seconded, approved as submitted. FAIRWAY CONDONIMIUMS - VILLAGE OF MAMARONECK - BLOCK 928 LOT 1 Mr. Glass, who is the Architect, for the proposed develop- ment to be erected in the Village of Mamaroneck had called and left a message that because of the bad weather he was not able to attend the meeting. The Chairman had received a letter from the residents and at the meeting their spokesman was Mr. Jerry Glaser of 19 Rock Ridge Road. The residents were concerned about the traffic on Rock Ridge Road during construction of the proposed development and, also, asked that any sewer connection to the Rock Ridge Road sewer line for the new development be forbidden. Mr. Elfreich had pointed out in a memo he had sent to the Board that the sanitary sewers for the proposed project are all in the Village of Mamaroneck and will not add to the Town's systems . The residents, also, requested that suitable barriers be erected at the end of Rock Ridge Road which would preclude any but emergency vehicle traffic and the Board discussed the possibility of asking that a 4 ft. high chain link double gate be erected and indicated on the plans . A ques- tion was raised by members of the Board as to whether the Town could legally do this and if the residents would be willing to bear the expense of the fence. It was pointed out that all the proposed construction is in the Village of Mamaroneck. After further discussion the Board decided to make the dig following recommendations to the Town Board: 1 . That a turn around be constructed at the dead end of Road "A" . 2. That an emergency access road 18 feet wide be constructed off of said turn around connect- ing to Rock Ridge Road. 3. That a four foot high chain link double gate 18' wide with two stone pillars be construc- ted at the Town-Village boundary. (indicate on plan) 4. That the water main on Rock Ridge Road be connected to the water main in the proposed development. 5. That a fire hydrant be installed on the water main on Rock Ridge Road near the Town- Village boundary. 6 . That access through and/or parking on Rock Ridge Road be prohibited to labor, materials and equipment for the proposed development. APPLICATION FOR SPECIAL PERMIT - SERVICE AND REPAIR OF AUTOMOBILES - 178 MYRTLE BOULEVARD - BLOCK 133 PARCEL 627 The applicants , 178 Myrtle Blvd. Corp . were represented by Mr. Joseph Minniti of the firm of Minniti , Pirro and Monsell of 100 Mamaroneck Avenue. Mr. Minniti said that the property had been used as a service station since about 1949 and when Shell ' s lease expired in 1979 they closed up. The applicants claim they have not been able to sell or lease the property since June 1979 and they now have a prospective tenant who has been in the auto- mobile business for about 35 years . Mr. Padula, who wants to lease the property, is author- ized to perform inspection work for the State of New York and if it is possible to get gas he will also sell gas . Mr. Padula said he will operate his business from 8 to 6, six days a week and only three cars can be accommodated inside the present building which is in good condition. Mr. Padula further stated that he would have at least one additional employee and his lease will be for a one year term. Mrs . Carlson questioned as to whether they would rent any parking spaces and if access through the applicant's property to the rear of adjoining properties would be permitted. Mr. Perciasepe, who is one of the owners , said that there was no legal easement and they did not have to provide that service. After further discussion the Board decided to recommend that the Town Board approve the application .
