Larchmont 20/20 Committee Marlene Kolbert and John Feingold spoke to CZMC members about the Larchmont 20/20 Committee,which is charged with looking at long-range planning for the Village for the purpose of developing a comprehensive plan. The Committee is in the process of identifying and speaking with stakeholders regarding the issues that the stakeholders feel are important. They have met, for example with the LIFE Center,Manor Park and Reservoir groups, Wally Irwin. CZMC members identified the following issues as meriting further investigation: limitations on size of new construction(floor area ratio issues); maintaining the Critical Environmental Areas,identifying potential open space which should be preserved through acquisitions or rezoning; controlling encroachments to CEAs by adjoining landowners; creating an erosion and sediment control plan for the Village;upgrading Flint Park by, for example,reopening a connection with the Sound, improving the trail system and visual access to the Sound,removing or re-siting the compost site, and restoring the tidal wetlands. 3. 23 Fenbrook Drive, Town of Mamaroneck,Block 309,Lot 11 This matter was referred to CZMC by the TOM Planning Board. The project consists of the construction of an extension to an existing residence. The project was referred to the CZMC because the project will be constructed within the wetland buffer zone for the Sheldrake River,as is the existing building and swimming pool. After reviewing the plans, CZMC determined that th.e project is neither consistent nor inconsistent with the LWRP. In addition, CZMC voted to make the following recommendations with respect to potential approval of the project by the Planning Board: • The calculations for the dry well should be based upon the full 270 square Feet of the new addition,not just the alleged 173 square feet of net gain of "impervious" surface area which the applicant has stated would result from the construction. The existing deck is wood on pilings and, therefore, permits rainwater to percolate into the ground. Accordingly,we believe the net gain in impervious surface area to be the full 270 feet of the new construction. CZMC also took note of the fact that the existing residence is a non-conforming use, which non-conforming use was subsequently extended by the construction of a swimming pool in the buffer area. The members of CZMC decided to express their concern to the Planning Board regarding the further expansion of construction in this buffer area. CZMC also expressed concern that the Zoning Board of Appeals ("ZBA")reportedly granted a setback variance to the applicant without having referred this project to CZMC. It was determined that ZBA should be reminded of its obligation to seek a consistency referral prior to permitting projects of this type. sent oy: sINUUCK 18U MAlUEN LANE 212 806 6006; 01 /17/01 2:18PM;,Jej #232;Page 4/5 4. 1445 Flagler Drive,Village of Mamaroneck/Town of Mamaroneck The applicant,represented at the meeting by Jason Gilliland and Daniel S.Natchez, of Daniel S. Natchez&Associates,proposes to construct a floating dock in the waters adjacent to this property. Although the property is located in the Village of Mamaroneck, it came before CZMC because it had recently been determined that while access and upland connection will be from the Village of Mamaroneck, the docking assembly may be in Town of Mamaroneck waters. CZMC reviewed the project and determined that, to the extent that the proposed project is in Town waters, the project is consistent with the LWRP. The applicant requested that a letter to this effect be sent to the Consistency Review Unit of the New York State Department of State to assist in State approval. 5. Winged Foot Golf Club,Fenimore Road,Block 347,Lot 1 No one appeared at the meeting on behalf of the applicant. The details of the proposed project were unclear from the submission, and CZMC decided to inform the applicant that further information, including a detailed explanation of the project and site plan,was necessary for its review. 5. New Business Frank Buddingh asked about a sign for a nursery that he came upon while walking the Leatherstoclung Trail. Other members of the group said that this was a nursery created years ago by Christine Helwig to nurture seedlings which were planted along the trail. The nursery fell into disuse and has not had any maintenance in years. As customary,there will be no meeting during the month of December. The meeting was adjourned at 9:45 p.m.
