Town of Mamaroneck — Village of Larchmont COASTAL ZONE MANAGEMENT COMMISSION TOWN CENTER: 740 West Boston Post Road, Mamaroneck, NY 10543 914-381-7845 CZMC Minutes — Draft May 23, 2000 A regular meeting of the Coastal Management Commission("CZMC")was held on May 23, 2000, in Conference Room A, Town Center, 740 West Boston Post Road, Mamaroneck,NY. The meeting was called to order at 8:10 PM. MEMBERS PRESENT: Lili Andrews William Bailey Frank Budding(New Member) Elizabeth Cooney Marc S. Godick C. Alan Mason Howard McMichael REGRETS: Madelaine Berg Bernard Kaplan Eileen Weingarten OTHER PRESENT: Phyllis Witner—Town Board, TOM Steve Mitsch 1. Approval of Minutes The minutes of the April 25, 2000 meeting were reviewed and approved. 2. 10 Evergreen, Mamaroneck,NY Lili Andrews reported that the owner was seeking site plan approval for development of the property. The lot has been previously approved by the Planning Board as a"buildable lot". This project was previously presented to the Commission for review. At that time, the Commission requested additional information regarding site-specific drainage data, as well as additional engineering information for controlling stormwater runoff. To date, such information has not been received by the Commission. It is the Commission's © understanding that the proposed development plan for the property has been altered. As a result, the Commission believes that the project should be presented to the CZMC for irs Lt Printed on Recycled Paper r review. The Commission will prepare a letter to the Planning Board requesting review of the project. 3. Report on Work Session on Wetlands Law Marc Godick indicated that the session was very productive and the law was generally well received by the TOM and VOL. The TOM and VOL expressed concern regarding the financial and administrative burden (time) to both the Town/Village, as well as the applicants. During the meeting of May 23, 2000, the Commission agreed that by devising a"general permit" for nominal size decks, many permits would not necessarily need to be reviewed. The following suggestions were discussed for such a permit. If the applicant could not meet these criteria, then a full wetlands permit would be required Administrative information will be ascertained by using the simple one-page form to be developed by the CZMC. The aerial size of the deck shall be no greater than 300 square feet. The closest edge of the proposed deck shall not encroach within 25 feet of the delineated wetland. Planks of the deck shall be separated by no less than 1/8-inch apart to allow surface water to drain through the deck. Notwithstanding, there shall be no other design features on the underside of the deck system which would compromise drainage through the structure. The underlying ground surface shall be covered with crushed stone or gravel to minimize the potential of sediment runoff No paving, lining, or other materials shall be placed on the ground surface under and around the deck which would otherwise reduce the permeability or drainage in and/or around the proposed structure. Implementation of adequate sediment and erosion controls during construction of the deck. Future expansion or modification of the deck, exclusive of repairs or maintenance, shall be strictly prohibited. The Commission agreed that incorporation of the general permit into the proposed wetland law should be discussed with Judith Gallant(TOM-Attorney). 4. Listen to the Sound 2000 Hearing, June 13,2000—Statement The TOM Town Board agreed to co-sponsor the hearing. The Commission did not agree on any specific topics to testify during the hearing. It was suggested that maybe Howard McMichael would testify regarding dredging and potential impact to recreational boating, and that C. Alan Mason would testify regarding flooding issues. The meeting was adjourned at 9:10 PM. The next meeting of CZMC will be on Tuesday,June 27, 2000 at 8:00 p.m. in Conference Room A, Town Center, 740 West Boston Post Road, Mamaroneck, NY
