January 23, 2001
At a regular meeting of the Coastal Zone Management Commission ("CMZC") was held
on January 23, 2001 in Conference Room A, Town Center, 740 West Boston Post Road,
Mamaroneck, NY. The meeting was called to order at 8:05 p.m.

1. Approval of Minutes
The minutes of the November 28, 2000 meeting were reviewed, corrected to reflect in
item 6 that the nursery on the Leatherstocking Trail was created by Tom Letty and
dedicated to Christine Helwig, and approved.

This matter was referred to CZMC by the Town of Mamaroneck Planning Board for
review in connection with applicant's request for an erosion control permit. The project
consists of the construction of an extension to an existing residence. The project will be
constructed within the wetland buffer zone for the Sheldrake River. There was concern
regarding the total depth of the drywell. The applicant advised it was above the 100-year
flood line. The applicant indicated that shrubs removed for the construction would be
replaced. There was discussion as to the location for the stockpiling of the construction
material. Though there will not be much excavation, the applicant agreed to insert into
the construction schedule and drawings that any soil stockpiled overnight will be covered
with a tarpaulin. The CZMC voted to approve the project on such condition.
3. 15 Briarcliff Road
No one appeared at the meeting on behalf of the applicant. The details of the proposed
project were unclear from the submission and the CZMC decided to inform the applicant
that further information, including a detailed explanation of the project and site plan,was
necessary for its review.
4. New Business
There was an unofficial referral in regard to the construction of a single, two (2)- family
house on Iselin Terrace but there was no timely submission for review and no one
appeared on behalf of the applicant.
Several topical articles were circulated for review, including but not limited to,managing
the impact of golf courses,underground storage tanks, Westchester County's efforts to
protect endangered species,buffer funds, and the green roof movement.
There was discussion about specific projects for the CZMC, such as (i) creating a
management plan for the Leatherstocking Trail, including but not limited to, reinforcing
the buffer, encroachments, etc., and(ii) sponsoring zoning changes.
The next meeting of the CZMC is scheduled for Tuesday,February 27, 2001
