September 28, 2004
A regular meeting of the Coastal Zone Management Commission (CZMC) was held on
September 28, 2004 in the Mamaroneck Town Center, Conference Room A, 2nd Floor, 740 W.
Boston Post Road, Mamaroneck, New York. The meeting was called to order at 8:05 p.m.

1. Approval of Minutes
The minutes of July 27, 2004 and August 24, 2004 were approved as submitted.
2. Referrals:
a. Special Permit—Bellizzi Restaurant— 1262 Boston Post Road— 1262 Boston Post
Road—Block 407, Lot 192
Referred by the Town of Mamaroneck Planning Board
Mary McCabe and Paul Zinone of Bellizzi Restaurant are seeking a special use permit for
the operation of a family restaurant. They will be occupying the space that was formerly
Pizza and Brew. The primary concern of CZMC is the proper collection and disposal of
grease waste generated by the restaurant's operation. The sewer system at the location
has a history of clogging as a result of improper disposal of waste grease. The grease trap
in the basement was clogged and not properly maintained by the previous tenant. The
applicant has contracted with Eco Lab, a drain cleaning company that has flushed out and
cleaned the grease trap and will clean the drains weekly with a product called
"Pathways". Grease will be collected in the grease trap,placed in drums in the enclosed

dumpster area located on the side of the building and collected by J&R Rendering for
recycling. Ill
CZMC finds the proposal to be consistent with the policies set forth in the LWRP,
provided that the applicant regularly cleans and maintains the grease traps on the
premises and properly disposes of used grease.
b. Site Plan Approval—Mr. & Mrs. Gregory Sposito—8 Grove Avenue—Block 727,
Lot 33
Referred by the Village of Larchmont Planning Commission
The applicant is proposing to construct a new single-family home on the property. The
design includes infiltrators in the front and rear of the property to capture runoff from the
roof area. Runoff from the driveways will be collected by trench drains and pumped to
the. infiltrators. Ala overflow is being proposed that would connect the infiltrators to a

and sized appropriately given the variable soil types, water table elevations, and bedrock
elevations in the Village. III
c. Wetlands and Watercourses Permit—Marc Contracting—33 Marbourne Drive—
Block 334, Lot 23
Referred by the Town of Mamaroneck Planning Board
Benedict Salanitro presented the proposal for the construction of a single-family house
that would include piping a waterway, which is a tributary of the Mamaroneck River, into
an underground pipe so that a rear yard could be created.
CZMC found the proposal to be significantly inconsistent with the policies set forth in the
LWRP. The proposal would destroy the watercourse along with fish and wildlife habitat
and increase stream velocity, which contribute to increased flooding and stream bank
erosion down stream. If this site were to be developed, CZMC recommends that the
footprint of the structure be reduced and moved as close to Marboume Drive as possible.
It is our understanding that these changes would likely require a zoning variance. Due to
the steep slopes along the watercourse, any change in grade or removal of vegetation
along its banks would have significant environmental impacts and should be avoided. If
the applicant were to modify the application, CZMC would like the opportunity to review
the revised plans.
3. Open Space Inventory Recommendations to Town/Village Boards 3
CZMC identified several parcels within the Town of Mamaroneck that were listed in the
Open Space Inventory that should be protected. These included the Badger Sports Camp on

Rockland Avenue and a parcel owned by Gladys Picket at 5 Deerfield Lane. The Badger
® Camp, if developed, could be subdivided and over 50 homes could be built, having a
significant impact on water quality, flooding, traffic, and school populations. The property is
currently developed and contains a swimming pool, residence and playing fields. The Town
Board should look into methods of protecting this parcel throughzoning, or requesting
right
of first refusal from the current owner. If purchased, the Town could possibly operate erate it as a
summer ca
mp. The property at 5 Deerfield Lane is wooded and could be used as a way to
connect the Leatherstocking Trail with Saxon Woods Park. A letter will be written to the
Town Board that will include these recommendations.
4. Flint Park Update
According to Marlene Kolbert, several proposals have been submitted to Larchmont Village
for the.construction of playing fields and possible the restoration of the adjacent wetland area.

The meeting was adjourned at 9:30 p.m.
