September 27, 2005
A regular meeting of the Coastal Zone Management Commission(CZMC) was held on
September 27, 2005 in the Mamaroneck Town Center, Conference Room A, 2nd Floor, 740 W.
Boston Post Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m.

1. Approval of Minutes
The minutes for April 26, June 28, July 26 & August 23, 2005 were approved.
2. Referrals:
a. Site Plan Approval & Wetlands and Watercourses Permit — USGA/Winged Foot
Golf Club —851 Fenimore Road—Block 347,Lot 1../1 & ../2
Referred by the Town of Mamaroneck Planning Board
Representatives from Winged Foot Golf Club and the US Golf Association presented
plans for the 2006 US Open golf tournament. The tournament will be held in June and
approximately 45,000 people per day are anticipated. The Club would like to begin
preparing the site, including the construction of temporary roads, this November.
CZMC found the proposed action to be consistent with the policies set forth in the LWRP
as the action is a recreational use. However, the Commission was unable to reach a
consensus with regard to the absence of onsite stormwater management practices. Of
concern to two of the four members was the potential for significant stormwater runoff

resulting in potential erosion and sedimentation from the tent rooftops. Three large tents •
approximately 100 feet wide by 300 feet long will be located onsite for a period of
approximately two months. Any significant rainfall could create muddy conditions along
the drip line of the tents. The other commission members felt that because the structures
are temporary, elevated and surrounded by vegetation, any stormwater would be absorbed
into the surrounding grass and not leave the golf course property. In addition, any
temporary stormwater control measures may damage the golf course and be unsightly.
Since CZMC was spilt on the issue, we request that the Town's consulting engineer be
asked to review the proposed plans and topography of the site to determine if there will
be any significant impact resulting from stormwater runoff particularly for the large tents.
b. Preliminary Subdivision and Site Plan Approval— Donald T. O'Connor— 22 Maple
Hill Drive—Block 122, Lot 450

The applicant requested an adjournment until October.
3. Septic Systems
No updates to report.
4. Town of Mamaroneck Surface Water, Erosion and Sediment Control Law Review
Elizabeth Cooney presented a draft of the proposed amendment to this law.

The meeting was adjourned at 9:00 p.m.
