September 26, 2006
A regular meeting of the Coastal Zone Management Commission(CZMC)was held on
September 26, 2006 in the Mamaroneck Town Center, Conference Room A 2nd Floor, 740 W.
Boston Post Road, Mamaroneck,New York. The meeting was called to order at 8:00 p.m.

1. Approval of Minutes—July 25, 2006
The minutes were approved as submitted for July 25, 2006.
2. Referrals:
a. Wetlands and Watercourses Permit—Billie Cohen,LTD- 12 Wildwood Circle-
Block 507, Lot 66
Referred by the Town of Mamaroneck Planning Board
The applicant requested that discussion of this matter be adjourned until the next
regularly scheduled meeting.

b. Wetlands and Watercourses Permit—Bonnie Briar Country Club—808 Weaver
Street—Block 225,Lot 1 •
Referred by the Town of Mamaroneck Planning Board
Preliminary plans were presented to CZMC for the creation of a detention pond on
the property; modifications to the Sheldrake River, including stream bank
stabilization, restoration and the creation of a small sedimentation basin; and the
filling and re-grading of one of the fairways.
While CZMC is supportive of the project, additional design details are necessary for a
determination of consistency. More specifically, CZMC would like additional details
on the design of the stormwater detention pond, methods for stabilizing and restoring
the banks of the Sheldrake River and design details for the sediment basin proposed
for within the channel of the Sheldrake River. The applicant has been asked to
provide this additional information and return to the next CZMC meeting for further
review and discussion.
3. Old Business:
a. Gap Analysis—Town of Mamaroneck Surface Water,Erosion & Sediment
Control Law
The Gap Analysis workbooks have been distributed to Elizabeth Cooney and Lisa
Hochman.
b. Blood Brothers Project in Mamaroneck Village •
CZMC discussed the proposed redevelopment of the Blood Brothers site in
Mamaroneck Village. This site was the former location of an auto wrecking company
and is located on the bank of the Sheldrake River. A copy of the FEIS was posted on
the Village website and comments were due before August 25, 2006.
4. New Business:
a. Cherry Lawn Subdivision—City of New Rochelle
CZMC discussed the proposed redevelopment of the Cherry Lawn Subdivision on
Weaver Street in New Rochelle. The proposal is for the construction of 26 single-
family homes with roads, common buildings and stormwater detention structures.
Marc Godick agreed to review the proposed Stormwater Pollution Prevention Plan.
b. Lopane Subdivision—City of New Rochelle
CZMC discussed the proposed subdivision of the Lopane property, located at 1265
Weaver Street in New Rochelle. The proposal is for the construction of 7 single-
family houses.
c. Request from White Plains Resident
Paula Piekos, a resident of White Plains attended the meeting to ask CZMC to assist
her with a situation in White Plains involving the disposal of materials at the City's

DPW yard. She was advised to contact the NYSDEC as this was not under the
jurisdiction of CZMC.
The next scheduled CZMC meeting will be held on October 24, 2006 at the Mamaroneck
Town Center, 740 W. Boston Post Road, 2"d Floor Conference Room A. Anyone unable to
