CZMC Minutes
September 24,2002
A regular meeting of the Coastal Zone Management Commission(CZMC) was held on
September 24, 2002 in Conference Room A, Town Center, 740 West Boston Post Road,
Mamaroneck,New York. The meeting was called to order at 8:10 p.m.

1. Approval of Minutes
The minutes of August 27,2002 were accepted as submitted.
2. Larchmont Village Appointments:
Marc Godick was appointed as Chairman of CZMC and Lili Andrews was reappointed as a
member of CZMC.
3. Referrals
a. Site Plan Approval—Michael G. Csenge,AIA,MSC Group—Construction of a
single-family house and garage— 1954 Palmer Avenue—Block 602, Lot 83
Referred by the Larchmont Village Planning Commission
The Village of Larchmont referred the proposal for the construction of a single-family
house. The property is located in the center of Larchmont Village and was part of a

larger parcel that was subdivided. The proposal does not meet CZMC's criteria for
consistency review because the property is not in a flood plain, within 100-feet of a
freshwater wetland or watercourse, or located in or adjacent to a critical environmental
area. CZMC recommends that best management practices for erosion and sediment
control be used throughout construction.
b. Site Plan Approval-Mark Farrell,Esq.,CVS Pharmacy-Renovation of Retail
Space-21-25 Chatsworth Avenue-Block 614,Lot 181
Referred by the Larchmont Village Planning Commission
The proposal for the renovation of an existing retail space (formerly the Grand Union
grocery store) for a CVS pharmacy does not meet CZMC's criteria for consistency
review. It is the understanding of CZMC that there will be no exterior modifications to
the site with the exception of re-striping the parking lot. CZMC requested that the
Village of Larchmont Planning Commission resubmit the proposal for comments in the
event that the proposal is modified to include exterior site work.
c. Freshwater Wetlands and Watercourses Permit-Hampshire Country Club/Tony
Campanella-1025 Cove Road-Block 414,Lot 20
Referred by the Town of Mamaroneck Planning Board
Hampshire Country Club has not yet submitted plans to the Town of Mamaroneck
Planning Board for the cart path drainage system. Elizabeth Paul will check the status of
the application with Ronald Carpaneto,the Director of Buildings for the Town and will
draft a letter to the Planning Board inquiring about the status of the application. The
Town's Building Department,the Applicant and the President of the Country Club will
be sent carbon copies of the letter. The proposal was adjourned until October 22, 2002.
4. Old Business
a. Bonnie Briar Country Club
At the last Town of Mamaroneck Planning Board meeting, Bonnie Briar withdrew its
application for the construction of a comfort station until the Westchester County
Department of Health can review the proposal. It will look to the County for guidance as
to whether to install a holding tank or a septic system for the comfort station. The
Planning Board approved the modifications to the two golf tees and limited the number
of construction vehicles to 50 per day.
b. 52 Country Road
The letter CZMC sent to the Town of Mamaroneck Planning Board regarding 52
Country Road was confusing. It was not clear which portion of the proposed driveway
should be covered by a deed restriction and kept unpaved in perpetuity. This was
clarified in the August minutes. Elizabeth Paul will underline the relevant paragraph in
the minutes and will send it to Marilyn Reader.

C c. Open Space Inventory
It was asked if any one had received a response from Ken Bialo regarding the open space
parcel on Shore Road in Larchmont Village. Marc Godick is meeting with the mayor to
discuss CZMC and will ask him about it at that time.
Elizabeth Paul has been reviewing the information collected by CZMC during site visits
and is now determining which parcels still need to be investigated. In addition, there are
several large parcels in Town that could be subdivided if they were ever sold. These will
require permission from the property owners in order to conduct a site visit.
Kate Dehais agreed to lead the Open Space Committee and will meet with Elizabeth
Paul to determine the next step in the inventory process.
d. Wetlands Law
The Town's Building Inspector is reviewing the revised wetlands law. A copy of the
revised law will also be sent to Mayor Ken Bialo.
5. New Business
a. Blasting/Chipping Law
The Town Board is considering a law that would limit the duration of time chipping
would be permitted on a construction site. CZMC discussed the construction of a house
at 5 Country Lane, where the developer chipped bedrock for an extended period of time
and disrupted the neighborhood. Also discussed was the construction of a house at 41
Villa Road,where the developer blasted instead of chipped. This was found to be far
less disruptive to the community.
b. Village of Larchmont Environmental Committee
The Village of Larchmont is considering the formation of an environmental committee.
It was noted that it would be a good idea if a member of CZMC were a liaison to this
committee.
c. Long Island Sound Watershed Intermunicipal Council
Phyllis Wittner discussed the Long Island Sound Watershed Intermunicipal Council
(LISWIC)and the types of issues the group is working on at this time.
d. Quality Communities, Quality Coasts (QC2002)Conference
This conference will be held in Albany on October 22nd and 23rd if anyone is interested
in attending. Marc Godick will be attending one or both days of the conference.
e. Improvement of CZMC Visibility
Ideas for improving CZMC's visibility included writing articles for local papers and
newsletters pertaining to local environmental issues and having a web page on the Town
of Mamaroneck and Village of Larchmont web sites. The Village of Larchmont now has
Othe LWRP on their web site.

f. West Nile Virus
An 83 year-old Mamaroneck Town resident contracted West Nile Virus recently. The
Westchester County Department of Health treated several bogs on the Leatherstocking
Trail in New Rochelle with an insecticide. The Department of Health has been placing
pesticide briquettes in the catch basins.
g. Reconnection of Tidal Wetland Area on Pryer Manor Road
A tidal marsh located on Pryer Manor Road near Red Bridge had been cut off from the
tide years ago and has been slowly turning into a freshwater marsh. Two pipes were just
installed between the marsh and the Premium River,reconnecting the marsh and
allowing salt water to enter it during high tides. It was a difficult project to engineer due
to the uniformity of elevations in the area. The phragmites were mowed, allowing a
view into the marsh. The phragmites will be sprayed to prevent them from growing
again. A trench will be dug in the marsh to allow water to circulate from one end to the
other. Native plants will be planted as a last phase of the project.
h. Fish Kill in Mill Pond
On September 11,there was a fish kill in the Premium Mill Pond. Thousands of dead
peanut bunkers were found floating in the pond in the morning. The cause is believed to
be low dissolved oxygen levels. The Westchester County Department of Health and the
New York State Department of Environmental Conservation sent representatives to
investigate the area for signs of anything unnatural or unusual. Volunteers at Save the
Sound collected water quality data that indicated low dissolved oxygen levels throughout
,C the summer. A similar fish kill had been reported in Oyster Bay Long Island only a week
before.
The meeting was adjourned at 9:30 p.m.
