Approval of Minutes The minutes of August 26, 2003 were approved as submitted. 2. Referrals a. Site Plan Approval-Acura of Westchester—2155 Palmer Avenue—Block 501,Lot 1 Referred by the Town of Mamaroneck Planning Board p 1 1, Prin A%RWled Paper The applicant presented the proposal for the addition of a new vehicle delivery/parking area • and an accessory bay. The areas would be used for customizing new cars and delivering the cars to customers. No servicing of cars will take place in these locations. It was not clear from the plans where the floor drains from the service area discharged. If these drains discharge to dry wells or to the storm sewer system,the facility may require a SPDES permit and/or other requirements set forth by the NYSDEC and USEPA. CZMC found the proposed action to be consistent with the policies set forth in the LWRP. However, CZMC recommends that a licensed engineer be required to inventory the existing sanitary, storm drain, and dry well systems and certify that these systems are in compliance with all local, State, and Federal code and permit requirements. b. Subdivision Approval—Varela LLC—24 Lester Place—Block 103, Lot 62 Referred by the Town of Mamaroneck Planning Board The applicant presented the plans for the proposed subdivision of the property to create 6 lots. One house would remain on the property and five single-family homes would be constructed along with a private road. CZMC requested that additional information on the sites topography and existing conditions be provided for the next meeting on October 28, 2003. Three of the neighboring residents attended the meeting and expressed their concerns about drainage, screening, blasting and chipping. 3. Review of the Flint Park Schematic Plan • Revised plans for modifications to the park were reviewed by CZMC members. The revised plan addresses many of the concerns previously raised by CZMC by relocating and reducing the size of the leaf transfer station and eliminating the earth berm. CZMC recommends that the natural area along East Creek be restored using low-growing plants, which would allow both visual and physical access to the waterfront. In addition, the plans should include a walking path that connects Flint Park to the Hommocks Conservation Area. Funds are available for CZMC to hire a wetland consultant who would be able to help illustrate the Commission's restoration planting ideas. A request for proposal will be prepared for a consultant to recommend a restoration planting scheme and prepare a sketch of the waterfront area. 4. Old Business No old business to discuss. 5.
