Boston Post Road, Mamaroneck,New York. Approval of Minutes The minutes of September 23,2003 were approved as submitted. 2. Referrals a. Construction of a Single-family House- 12 Old Colony Drive—Block 713,Lot 438 Referred by the Village of Larchmont Planning Commission Plans were presented for the demolition of the existing house and the construction of a new single-family house. The property is located on Spanish Cove. The project would be completed in two phases, with the demolition to take place as soon as possible and the construction of the new house to begin as late as next spring. CZMC finds the proposal to be consistent with the policies set forth in the LWRP provided that the applicant maintains the erosion and sediment controls including silt fencing and hay bales throughout the winter and stabilization of the soil using hay mulch and rye grass. The applicant agreed to implement two lines of erosion and sediment controls: one around the disturbed work area and a secondary line along critical boundaries(e.g., along the downgradient property boundary bordering the cove). The applicant also agreed to consider the use of pavers set in sand instead of macadam on the proposed driveway to reduce the amount of impervious surfaces. CZMC recommends that the applicant conduct additional percolation tests at the location and depth of the proposed infiltrators to determine if there is sufficient drainage available to accommodate the infiltration systems. In addition, the applicant was advised that a permit may be necessary from NYSDEC/Army Corps of Engineers for the removal of the existing boat launch and the extension of the sea wall. 3. Flint Park Update A letter of support was sent to Mayor Ken Bialo for the latest plan for renovations to Flint Park. In the letter, CMZC offered to prepare a conceptual plan for the restoration of the wetlands at the park. A draft of the request for proposal for this conceptual plan was distributed to CZMC. Comments were made and a revised draft will be circulated to before the November meeting. 4. Open Space Inventory Kate Dehais presented a draft of the Open Space Inventory. An introduction, summary of the methods used to prepare the report and conclusions still need to be written. 5. Annual Report A draft of the Annual report was distributed to CZMC for comments. A revised draft will be distributed for the next meeting. 6. Wetlands Law The Town of Mamaroneck Planning Board sent a letter to the Town Board requesting revisions to the Wetlands and Watercourses Protection Law. CZMC reviewed and discussed their comments and will send a letter to the Town Board. 7. Old Business No old business to discuss. 8. New Business A builder has expressed interest in developing the Tony's Nursery property. He was advised that a • wetlands permit may be required by the NYSDEC/Army Corps of Engineers for any work in the Page 2 of 3 wetlands area. The builder is currently in the process of creating a proposal for development and has been discussing the proposal with the Larchmont Village Building Department. The meeting was adjourned at 10:00 p.m. The next scheduled CZMC meeting will be held on November 25,2003 at the Village of Larchmont Village Hall, 120 Larchmont Ave,2"d Floor Conference Room.
