Boston Post Road, Mamaroneck, New York. Approval of Minutes The minutes of September 28, 2004 were approved as submitted. 2. Referrals: a. Preliminary Subdivision/Site Plan Approval—50 Sheldrake Avenue—Block 221, Lot 417 Referred by the Town of Mamaroneck Planning Board Joe Paterno presented plans to subdivide the property at 50 Sheldrake Avenue and construct a single family home pending approval of a variance for frontage by the Zoning Board. CZMC finds the proposal to be consistent with the policies set forth in the LWRP. It was noted that the plans for the proposed home includes a below-grade garage and a horseshoe-shaped driveway. The driveway would be surfaced with gravel and was included in the stormwater design calculations in the event that the driveway is paved. It was noted that the horseshoe-shaped driveway was unnecessary due to the low traffic volumes on Sheldrake Avenue and seemed out of place with the character of the neighborhood. The garage could be constructed at grade and the horseshoe eliminated so Page 1 of 2 .s Pali Printed on Recycled Paper that the proposed driveway's surface area and the number of required drywells could be reduced. In addition, one or two trees could possibly be saved. In addition, CZMC recommends that on this and all future applications, percolation tests and test borings be required for all drywell designs to ensure that use of the units is feasible and sized appropriately given the shallow depths to bedrock common in the Town of Mamaroneck. b. Preliminary Subdivision/Site Plan Approval—Elmcroft Estates— 1050 Old White Plains Road—Block 345, Lot 1 Referred by the Town of Mamaroneck Planning Board The applicant is proposing to subdivide the 5-acre parcel at 1050 Old White Plains Road and presented three preliminary layouts ranging from 9 lots to 5 lots. Out of the three alternatives presented, CZMC favored the five-lot subdivision (Alternative B) that included a new road and a stormwater management area. It is recommended that shared driveways be used where possible to reduce the amount of impervious surface. In addition, it was noted that the proposal may be a Type-I action due to its location adjacent to Winged Foot, a Critical Environmental Area. Once the applicant has completed a preliminary site plan for the chosen layout, CZMC would like an opportunity to review and comment on the proposal. 3. Thirteenth Annual Report Elizabeth Paul presented a draft of the 13th Annual Report. Comments were received from several members. Additional comments will be accepted until November 5th. It was noted that the CZMC members appointed by the Town of Mamaroneck need to be reappointed and that there are currently two vacancies on the Commission. A letter will be sent to the Town Board requesting their reappointment. 4. Flint Park Update Bids were received by the Village Board from Eberlin and Langan Engineers for work on the playing fields and the wetlands area. The landscape architecture firm IQ will be a subcontractor for Eberlin on the wetlands restoration project. The Village is now deciding which company they will award the contract to. 5. Old Business No old business to discuss. 6. New Business The Town Board held a meeting with members of the Town of Mamaroneck Planning Board, Zoning Board and the Board of Architectural Review (BAR) to discuss the application process. It was mentioned that the Planning Board and BAR are reviewing landscape plans which used to be the responsibility of CZMC. CZMC should be reviewing landscape plans. Phyllis Wittner mentioned that the Long Island Sound Study has grant funds available for small wetlands projects along the Long Island Sound. Ideas for projects are needed. The meeting was adjourned at 9:15 p.m. The next scheduled CZMC meeting will be held on November 23, 2004 at the Mamaroneck Town Center, 740 West Boston Post Road, 2"° Floor, Conference Room A.
