1. Update Phone List, Introductions
Revisions were made to the member phone list. Pam Michels and Richard Neumann, both
residents of the Town of Mamaroneck, sat in on the meeting to see if they were interested in
serving on the Commission.
2. Referrals:
a. Preliminary Subdivision and Site Plan Approval— Donald T. O'Connor— 22 Maple
Hill Drive—Block 122, Lot 450
Referred by the Town of Mamaroneck Planning Board
The applicant requested an adjournment. He is currently seeking a variance from the
Zoning Board of Appeals.

b. Tree Removal Permit — Bonnie Briar Country Club — 808 Weaver Street — Block •
225, Lot 1
Referred by the Town of Mamaroneck Tree Preservation Commission
Nick Lerner, the grounds superintendent for Bonnie Briar described the proposal to
remove approximately 65 trees from the golf course. The trees are blocking sunlight
from the greens and tees and interfering with turf growth. Members of CZMC and the
Tree Preservation Commission will visit the site on Wednesday, November 9th at
8:00AM to look at the trees.
c. Local Consistency Review — Rehabilitation of Seawall, Maintenance of Riprap and
Docking Facility—4 Quarry Road—Block 718,Lot 17
Referred by the New York State Department of State
Dan Natchez and Chris Sheehan presented plans to repair the existing seawall, remove an
existing boat launch ramp and repair the existing patio. The project is expected to take
two months to complete because work can only be done at low tide.
CZMC finds the proposal to be consistent with the policies set forth in the Town of
Mamaroneck/Village of Larchmont Local Waterfront Revitalization Program. The
maintenance of the sea wall is necessary to prevent further coastal erosion and the
removal of the boat launch ramp will reduce stormwater runoff. The applicant is
proposing to perform work at low tide and will protect stands of Spartina grass during
construction.
3. Old Business •
a. Flint Park—A meeting will be held on Wednesday, October 26th at 7:30PM. The project
drawings are almost complete and the project should be ready to go to bid soon. The
Village will focus on fundraising at this point.
b. Town of Mamaroneck Removal of Illegal Connections Law — CZMC discussed this
new law which will take effect after January 1, 2006. The law requires homeowners to
obtain a discharge compliance certificate before selling or refinancing their home. The
certificate will be issued following the inspection and certification of a licensed plumber
that there are no illegal connections or discharges on the property. It was noted that the
law was too restrictive by prohibiting roof leaders from discharging to public streets. In
addition, the discharge compliance certificate should be valid for more than 60 days to
allow for delays when closing on a sale. Madelaine Berg agreed to draft a letter to the
Town Board with these comments.
4. New Business
No new business to discuss.
The meeting was adjourned at 10:00 p.m.
The next scheduled CZMC meeting will be held on November 22, 2005 at the Mamaroneck
Town Center, 740 West Boston Post Road, 2"d Floor, Conference Room A. Anyone unable •
