HomeMy WebLinkAbout2006_10_24 Coastal Zone Management Commission Minutes CZMC Minutes October 24, 2006 A regular meeting of the Coastal Zone Management Commission (CZMC) was held on October 24, 2006 in the Mamaroneck Town Center, Conference Room A 2nd'Floor, 740 W. Boston Post Road, Mamaroneck,New York. The meeting was called to order at 8:00 p.m. MEMBERS PRESENT: Elizabeth Cooney, Chair Dickson Brown Lisa Hochman Howie McMichael Pam Michels REGRETS: John Feingold Marc Godick Rita Murray OTHERS PRESENT: Anne Mc Andrews, Trustee, Village of Larchmont, Liaison to CZMC Phyllis Wittner, Councilwoman, Town of Mamaroneck, Liaison to CZMC Elizabeth Paul, Environmental Planner, Town of Mamaroneck 1. Thank you to Madelaine Berg Madelaine Berg is moving out of state and has submitted her resignation from CZMC. A letter will be sent to her thanking her for her many years serving as a member and Chair of CZMC. 2. Approval of Minutes—September 26, 2006 The minutes were accepted as amended for September 26, 2006. 3. Referrals: a. Wetlands and Watercourses Permit—Billie Cohen, LTD- 12 Wildwood Circle- Block 507, Lot 66 Referred by the Town of Mamaroneck Planning Board The applicant requested that discussion of this matter be adjourned until further notice. Wetlands and Watercourses Permit—Bonnie Briar Country Club—808 Weaver Street—Block 225, Lot 1 Referred by the Town of Mamaroneck Planning Board The applicant requested that discussion of this matter be adjourned until the next meeting. c. Site Plan Approval—Esposito Builders—54 Unit Residential Development—77 North Avenue and 2101 Palmer Avenue—Blocks 601 & 602, Lots 486.1 & 494 Referred by the Village of Larchmont Planning Commission Anne McAndrews, Trustee for the Village of Larchmont, updated CZMC on the status of this project. The proposal is for 54 residential units in 2 apartment buildings on a narrow strip of land, which is located between existing commercial and residential properties and the Metro North train tracks. Access to the site is proposed from North Avenue. The applicant is presently seeking several variances from the Zoning Board of Appeals and will be asked to attend the next CZMC meeting. 4. Old Business: a. Gap Analysis—Town of Mamaroneck Surface Water, Erosion & Sediment Control Law CZMC discussed the purpose of the Gap Analysis, which is to compare the existing Town of Mamaroneck Erosion and Sediment Control Law to the model Stormwater Ordinance required by NYSDEC. Any deficiencies detected in the Town law must be identified and amended. Elizabeth Cooney and Lisa Hochman will review the workbooks. b. Flint Park Update Anne McAndrews presented an update to CZMC on the status of the Flint Park Improvement Project. Bids for the renovation of the playing fields are expected soon. c. NYS Long Island Sound Fund Phyllis Wittner discussed this source of funding for interpretive signage that can be located at Flint Park, Hommocks Conservation Area and Premium Marsh Conservation Area. d. Commerce Bank Update An update was given on the status of the Commerce Bank project. This is to be located at the site of the Mobil Station on the corner of Chatsworth Avenue and Vanderburgh. 5. New Business: No new business to discuss. The next scheduled CZMC meeting will be held on November 28, 2006 at the Mamaroneck Town Center, 740 W. Boston Post Road, 2nd Floor Conference Room A.
