Boston Post Road, Mamaroneck,New York. Approval of Minutes—October 24, 2006 The minutes were accepted as amended for October 24, 2006. 2. Referrals: a. Wetlands and Watercourses Permit—Billie Cohen,LTD- 12 Wildwood Circle - Block 507, Lot 66 Referred by the Town of Mamaroneck Planning Board The applicant requested that discussion of this matter be adjourned until further notice. Wetlands and Watercourses Permit—Bonnie Briar Country Club—808 Weaver Street—Block 225, Lot 1 Referred by the Town of Mamaroneck Planning Board Kevin Burke and Benny Salanitro presented revised plans for the proposal. The applicant has eliminated the stormwater detention pond and instead is proposing to install an underdrain system beneath the fairway. In addition, the drainage channel that leads to the Sheldrake River,will be widened, stabilized and planted with native wetlands plants and the watercourse will be dredged. CZMC finds the proposed action to be consistent with the policies set forth in the LWRP. However, CZMC requests that the applicant provide a planting plan and erosion and sediment plan to the Town's consulting Engineer for review. c. Site Plan Approval—Esposito Builders—54 Unit Residential Development—77 North Avenue and 2101 Palmer Avenue—Blocks 601 & 602, Lots 486.1 & 494 Referred by the Village of Larchmont Planning Commission Richard Esposito, Steve Silverberg and Joe Cermele presented plans for the proposal to construct two residential apartment buildings. These buildings will be constructed on piers with parking below the buildings. CZMC found the proposal to be neither consistent nor inconsistent with the policies set forth in the LWRP. However, CZMC had several comments on the proposal: • The proposal lacks significant landscaping and open space. It was suggested that a more attractive fence and landscaping be added along the MTA fence. • The applicant has not demonstrated that adequate sewer capacity exists in the • local sewer lines or at the New Rochelle Wastewater Treatment Plant to accommodate additional flows from this proposal. In addition, the applicant indicated that sewer problems exist near the corner of Palmer Avenue amd Pinebrook Drive that will need to be addressed. • Down lighting with no off-site spillage of light be required on the plans. • Detailed stormwater and erosion control plans be provided to the Village's consulting engineer for review. 3. Old Business: a. Gap Analysis—Town of Mamaroneck Surface Water,Erosion & Sediment Control Law No updates available at this time. b. Cherry Lawn Update Revised plans for the project have been received and will be reviewed. 4. New Business: Lisa Hochman wrote a paper for Pace Law School on the Town's implementation of the Phase II stormwater regulations. The next scheduled CZMC meeting will be held on January 23, 2006 at the Mamaroneck Town Center, 740 W. Boston Post Road, 2nd Floor Conference Room A.
