November 26,2002
A regular meeting of the Coastal Zone Management Commission (CZMC)was held on November
26, 2002 in Conference Room A, Town Center, 740 West Boston Post Road, Mamarone .-
York. The meeting was called to order at 8:05 p.m.

1. Approval of Minutes
The minutes of October 22, 2002 were accepted as submitted.
2. Referrals
a. Site Plan Amendment/Freshwater Wetlands and Watercourses Permit-Winged Foot
Golf Club-Creation of Tee Area-851 Fenimore Road - Block 347,Lot 1

Winged Foot Golf Club has not submitted plans for their proposal to CZMC, the Town of •
Mamaroneck Planning Board or the Town's Building Department at this time. This item is
adjourned until the next regularly scheduled meeting on January 28, 2003.
b. Consistency Review—Floating Dock Reconfiguration—Larchmont Yacht Club— 1
Woodbine Avenue,Larchmont
Referred by the NYS Department of State Coastal Resources Program
Larchmont Yacht Club is proposing to add additional docks and modify the arrangement of
the existing docks. The Yacht Club would like to eliminate the need for storage racks on the
docks and improve safety for the Junior Sailors.
Several residents from Cedar Island were present. They expressed several concerns:
l • Safety -making sure the boats were properly tied down when not in use,
{v Lighting—that there be no lights on the proposed docks,
• , avigation—that the docks did not interfere with navigation,
• Visual —the tender dock, which would be used for storing rubber rafts, may be
unattractive.
Three members of CZMC did not vote on this proposal due to a conflict of interest.
CZMC finds the proposed installation of six(6) 20' x 20' docks, a 20' x 12' dock in both the
proposed and alternate location, and the 20' x 10' transitory float to be consistent with the
policies set forth in the LWRP. CZMC bases this finding on the agreement that the applicant •
will not place boat storage racks on the six (6)proposed 20' x 20' docks, will not use lighting
on any of the docks, and ensures that the boats are properly tied down when not in use.
CZMC has requested to view the location of the proposed 55' x 10' tender dock during a site
visit prior to making a determination of consistency on that dock.
3. Open Space Inventory Update
Kate Dehais gave an update on the Open Space inventory. She distributed the remaining
packages to CZMC members to be investigated. These parcels will be assigned to those
members who have visited the properties or know the owners personally. In addition, we
have aerial photographs available.
4. Old Business
a. Hampshire Country Club
The Town of Mamaroneck Planning Board approved the Hampshire Country Club
proposal at its last meeting. Although CZMC found the Hampshire Country Club
proposal to be inconsistent with the policies in the LWRP,the installation of a
stormwater detention facility and the planting of native wetland plants could mitigate
any potential impacts created by the proposed action. The Town of Mamaroneck
Planning Board accepted CZMC's recommendations, however, since CZMC did not
state that the proposed action was substantially inconsistent with the LWRP, the
Planning Board was not required to send CZMC a letter. •

b. Proposed Wetlands Law
The proposed wetlands law had been reviewed by the Town Board during a work
session. The Board had some comments on the law and planned to give any additional
comments to CZMC. CZMC should ask the Board for a second consideration in
January.
c. Forest City Daly
Forest City Daly is currently preparing their Draft EIS based on the scope that was given
to them. CZMC will be notified when this is completed.
5. New Business
a. Letters from Village of Larchmont
Letters were received from the Village of Larchmont, one on encroachments and one on
the procedures for committee meetings.
b. Liaison Assignments
John Feingold will no longer be able to serve as a liaison to the Village of Larchmont
Planning Board. Another member of CZMC will need to be assigned.
c. Flint Park
A request should be made to have the plans for Flint Park sent to CZMC for review.
The meeting was adjourned at 10:10 p.m.
