November 23,2004
A regular meeting of the Coastal Zone Management Commission(CZMC)was held on
November 23, 2004 in the Mamaroneck Town Center, Conference Room A, 2nd Floor, 740 W.
Boston Post Road,Mamaroneck,New York. The meeting was called to order at 8:00 p.m.

1. Approval of Minutes
The approval of the minutes of October 26, 2004 will be tabled until the next meeting.
2. Referrals:
a. Site Plan Approval—Dominick Marchese—66 Iselin Terrace-Block 609,Lot 158.1
Referred by the Village of Larchmont Planning Commission
G. Michael Finelli presented plans for the construction of a single family home on a
vacant lot at 66 Iselin Terrace.
CZMC finds the proposal to be consistent with the policies set forth in the LWRP. It was
noted at the meeting that the proposed drywells are not proportionately distributed on the
property. Too many units are located in the rear of the property and an insufficient
number are located in the front to collect runoff from the driveway. In addition,
percolation tests were not completed as part of the design for the drywells. Percolation
test should be completed at the location and depth of the proposed drywells to ensure that
use of the units is feasible and sized appropriately given the type of fill material selected
and bedrock elevations on the site.

3. Thirteenth Annual Report
At the previous meeting CZMC approved the 13th Annual Report pending the receipt of any •
additional comments. No further comments have been received, therefore the report will be
printed and distributed.

The meeting was adjourned at 8:30 p.m.
The next scheduled CZMC meeting will be held on January 25, 2004 at the Mamaroneck
Town Center, 740 West Boston Post Road, 2°' Floor, Conference Room A. Anyone unable
