November 22, 2005
A regular meeting of the Coastal Zone Management Commission(CZMC)was held on
November 22, 2005 in the Mamaroneck Town Center, Conference Room A, 2nd Floor, 740 W.
Boston Post Road, Mamaroneck,New York. The meeting was called to order at 8:00 p.m.

1. Roll Call
Chairmanship of CZMC is an annual appointment. Marc Godick, who served as Chairman
since October 2002, will be replaced by Elizabeth Cooney and Pam Michels has been
appointed as a new member for the Town of Mamaroneck. Marc was thanked for serving as
Chair of the commission.
2. Approval of Minutes—September 27 & October 25, 2005
The minutes were approved as submitted for September 27 and October 25, 2005.

3. Referrals: •
a. Preliminary Subdivision and Site Plan Approval—Donald T. O'Connor— 22 Maple
Hill Drive—Block 122, Lot 450
Referred by the Town of Mamaroneck Planning Board
The applicant requested an adjournment. He is currently seeking a variance from the
Zoning Board of Appeals.
b. Preliminary Subdivision and Site Plan Approval — Elmcroft Estates — 1050 Old
White Plains Road—Block 345, Lot 1
Referred by the Town of Mamaroneck Planning Board
The applicant presented the latest plans for the proposed subdivision of the property,
including preliminary footprints of four new homes and a stormwater detention pond.
CZMC found the proposed action to be consistent with the policies set forth in the
LWRP. However, CZMC requested that the applicant prepare a planting plan for the
road way showing the proposed street trees and island plantings and the types of species
proposed for the detention pond. It was also recommended that the applicant use a low
stone wall or split rail fence to enclose the detention pond instead of using a chain link
fence. This would allow wildlife to access the pond and be more attractive.
c. Special Permit Application — Forest City Residential, LLC — Madison Avenue
between Maxwell Avenue and Byron Place — Block 132 — Lots 410, 463, 469, 504,
511 & 521
Referred by the Town of Mamaroneck Planning Board CIO
CZMC found the proposed action to be consistent with the policies set forth in the
LWRP. However, CZMC asked the applicant to explain how they propose to remove any
groundwater that could be displaced by the construction of the foundation, i.e. if the
proposed basement would be constructed with dry structural waterproofing, or if there
would be sump pumps contributing groundwater to the storm sewer system. If the
applicant is proposing the use of sump pumps, it is the concern of this Commission that
any significant input of groundwater to the storm sewer system could have a negative
impact on the Pine Brook.
4. Old Business
a. Flint Park — Marc Godick updated CZMC on the status of the Flint Park project. The
Village of Larchmont is focusing on fundraising at this point.
b. Town of Mamaroneck Removal of Illegal Connections Law — Discussion of this
matter will be tabled until the next meeting.
5. New Business
No new business to discuss.
The meeting was adjourned at 9:30 p.m.
The next scheduled CZMC meeting will be held on January 24, 2006 at the Mamaroneck
Town Center, 740 West Boston Post Road, 2"d Floor, Conference Room A. Anyone unable •
