Approval of Minutes The minutes of April 22, 2003 were accepted as corrected. 2. Referrals a. Freshwater Wetlands and Watercourses Permit—Hampshire Country Club— 1025 Cove Road—Block 414,Lot 20 Referred by the Town of Mamaroneck Town Board Benedict Salanitro and Tony Campanella notified CZMC that work has been completed on the construction of a golf cart path and drainage system at hole# 16. Hampshire is CZMC—5/27/03, Page 1 of 3 Revised 7/7/2003 Printed on Recycled Paper now applying for a wetlands permit for the construction of two new golf cart paths and drainage systems at holes 13 & 14. • The majority of the new pathway is located in the Village of Mamaroneck, and therefore, does not require the installation of a stormwater drainage system on that portion. Approximately 204 lineal feet of the pathway will be located within the Town of Mamaroneck and will require the installation of a stormwater drainage system. The applicant is proposing to use the same type of system as was previously installed on the cart path near hole 16. This will include a series of Cultec chambers, connected by a perforated PVC under-drain. Mr. Salanitro explained to CZMC how Cultec infiltration chambers work and why he selected them for this project. It was asked if the use of Cultec chambers would direct any pesticides (carried by stormwater runoff) into the groundwater. Marc Godick explained to CZMC that this was not likely, because any pesticides in the chamber would slowly seep into the earth and would essentially"stick" to soil. The applicant described the location of the wetland area, which is a portion of East Creek, and described the erosion control measures that would be used to protect this area during the construction of the path. CZMC finds the proposed action to be neither consistent nor inconsistent with the policies set forth in the LWRP. The design of the golf cart path includes a stormwater management system and erosion control devices that if properly installed, will be • adequate to protect the wetland area from any significant impact. 3. Old Business a. Flint Park Update A work session is scheduled for Wednesday, May 28th. The meeting is to develop a schematic drawing for the proposed changes to the park. Members should attend if they are interested. The grant application for the project was discussed. The application was for the restoration of the west bank of Little Harbor Sound, provide visibility and access to the waterfront and to expand and improve the adjacent playing fields. CZMC will have a chance to review the proposal during the next level of review. Eberlin and Eberlin(the engineering consultant on the project) submitted a memo to the Village of Larchmont that addresses the feasibility of connecting the Hommocks Conservation Area to Flint Park,providing some continuous waterfront access. Their memo stated that this would not be possible without relocating the leaf area. The location of the new S SO facility also interferes with this connection. A memo will be sent to the Village Board, reminding them that the Flint Park Grant was intended for the restoration of the wetlands, improvement of visibility and access to the waterfront in addition to ball field improvements. A copy of the grant will be sent to them along with relevant portions of the LWRP. The possibility of creating a boat launch at the end of Lindsley was discussed. This may not be possible because of the tide changes and resident opposition. • CZMC—5/27/03,Page 2 of 3 Revised 7/7/2003 b. 52 Country Road Update Work has stopped on the construction of a new house at 52 Country Road because of a dispute between Mr. Targoff(the owner of the property) and the builder. Mr. Targoff has decided to modify the proposed house, making it smaller in square footage and changing the location of the house, requiring new approvals from the Planning Board. The Town's Building Department has received several complaints from the neighbor at 50 Country Road (the house with the pond) regarding the appearance of the abandoned construction site and drainage problems in their yard. Mr. Targoff was asked to install silt fencing, seed the property, remove old tree stumps and clean the site while he is waiting for planning board approval. The drainage issue still remains unresolved and the Building Department believes that the drainage problem may have been preexisting. 5. New Business a. Village of Larchmont Planning Commission Syrette Dym-Grant resigned as Chair of the Planning Commission. Peter Gaito will be the new Chair. The meeting was adjourned at 9:30 p.m. The next scheduled CZMC meeting will be held on June 24, 2003.
