CZMC Minutes
May 23, 2006
A regular meeting of the Coastal Zone Management Commission(CZMC)was held on May 23,
2006 in the Mamaroneck Town Center, Conference Room A, 2nd Floor, 740 W. Boston Post
Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m.

1. Approval of Minutes—April 25, 2006
The minutes were approved as submitted for April 25, 2006.
2. Referrals:
a. Wetlands and Watercourses Permit—Chiam Cohen—23 North Brook Road—Block
214,Lot 545
Referred by the Town of Mamaroneck Planning Board
CZMC requested additional information on whether the proposed retaining wall would
impede the flow of the Sheldrake River during a storm. As proposed, the wall is located
within the flood zone and within the stream channel. CZMC suggested that in order to
move the proposed retaining wall and driveway out of the stream channel, the applicant
consider either reducing the width of the driveway or apply for a variance. The
applicant's engineer will meet with Elizabeth Paul to review the flood maps and will look

at alternate designs for the driveway. In addition, the applicant will stake out the location
of the proposed drive before returning to CZMC at the next meeting in June. 110
b. Preliminary Subdivision and Site Plan Approval—6 Bruce Road—Block 346, Lot 1
Referred by the Town of Mamaroneck Planning Board
CZMC finds the proposed action to be consistent with the policies set forth in the LWRP.
The preliminary plans indicate that adequate space will be available for the construction
of an on-site stormwater detention pond and a sewer connection can be made available
through the Elmcroft Estates property. Some rock and tree removal may be necessary,
and will depend upon the final design of the house. In addition, the applicant is
proposing the use of appropriate sediment and erosion control measures.
3. Old Business
a. Town of Mamaroneck Surface Water, Erosion and Sediment Control Law—In order
to comply with the Phase II Stormwater requirements, the Town must either adopt the
NYSDEC model stormwater ordinance or modify the existing Town Code. Because the
Town's stormwater ordinance is more stringent than the model, only minor changes need
to be made to the Town's law in order to comply with the State's requirements.
However, the Town is required to complete a gap analysis, which is a section by section
comparison of the local law to the State model. CZMC agreed to complete the gap
analysis for the Surface Water, Erosion and Sediment Control Law.
4. New Business •
a. Phase II Stormwater Annual Report — Elizabeth Paul presented the annual report for
the Town's stormwater management program and summarized the highlights of the
program from the past year. No comments were received from CZMC. The report will
be presented at the Town Board meeting on June 7th.
The next scheduled CZMC meeting will be held on June 27,2006 at the Mamaroneck Town
Center, 740 West Boston Post Road, 2nd Floor, Conference Room A. Anyone unable to
