March 27, 2007
A regular meeting of the Coastal Zone Management Commission(CZMC)was held on March
27, 2007 in the Mamaroneck Town Center, Conference Room A 2nd Floor, 740 W. Boston Post
Road, Mamaroneck,New York. The meeting was called to order at 8:00 p.m.

1. Approval of Minutes—January 23, 2007
Approval of the minutes for January 23rd will be tabled until the next meeting.

b. Site Plan Approval—Playground and fence renovations with underground
drainage system—French American School— 111 Larchmont Avenue—Block
705,Lot 30
Referred by the Village of Larchmont Planning Commission
No representative for this application appeared at the meeting. A letter will be sent to
the Planning Commission requesting their appearance.
c. Wetlands and Watercourses Permit—Swimming Pool, Spa and Patio— 10
Wildwood Circle—Block 507,Lot 90
Referred by the Town of Mamaroneck Planning Board
Robert Romano of All American Custom Pools presented plans for the installation of
a pool, spa,patio and drainage system within the 100-foot wetland buffer zone.
CZMC found the proposal to be neither consistent nor inconsistent with the policies
set forth in the LWRP. CZMC noted that the proposed infiltrator may not function
properly if the water table is too high, a condition that is common in this
neighborhood. It was recommended that perc tests be conducted at various locations
throughout the project site, including the front yard, in order to determine the most
suitable location for the proposed infiltrator.
d. Site Plan Approval—Demolition of existing single-family house and construction
of new single-family house—34 Beach Avenue—Block 720, Lot 162
Referred by the Village of Larchmont Planning Commission
Benedict Salanitro and Helene Mathisson presented the proposal to construct a new
single family house and then, once completed, demolish the old house. A series of
drywells are proposed to ensure a no net increase in runoff from the property. CZMC
found the proposal to be neither consistent nor inconsistent with the policies set forth
in the LWRP. It was recommended that the erosion and sediment control plan be
modified to include a stabilized construction entrance and the tree protection detail be
updated to match the detail recommended by the NYSDEC.
e. Wetlands and Watercourses Permit—Addition—30 Deane Place—Block 505,
Lot 380
Referred by the Town of Mamaroneck Planning Board
Mr. &Mrs. Vivolo and their architect, Diane Neff presented the proposal for the
construction of an addition to the single—family house and a drainage system within
the 100-foot wetland buffer zone. CZMC found the proposed action to be neither
consistent nor inconsistent with the policies set forth in the LWRP. It was
recommended, and the applicant agreed, to relocate the proposed drainage system as
close to the retaining wall as feasible and to provide a stabilized construction entrance
to the site. In addition, the applicant will provide a planting plan with details on the
restoration of the wetland encroachment.

3. Old Business:
a. Gap Analysis—Town of Mamaroneck Surface Water, Erosion & Sediment
Control Law
Work on the Gap Analysis has been completed for the Erosion and Sediment Control
Law and needs to be entered on the DEC forms in the Analysis workbook. Elizabeth
Paul has begun drafting recommended revisions to the Town Code as required for
compliance with the Phase II stormwater regulations. She suggested that revisions be
made to the Site Plan ordinance that would require projects that disturb an acre or
more, including all subdivisions and commercial properties, to prepare Stormwater
Pollution Prevention Plans (SWPPPs)but would exempt single family homes that
were not a part of a larger development.
b. Procedure for referrals to CZMC
Letters will be sent to the Town and Village Planning and Zoning Boards requesting
that referrals of applications be made earlier in the approval process. Variances are
being granted for projects before the potential impacts on water resources are
analyzed.
c. Stormwater Discharges to Public Streets
CZMC discussed the problems homeowners face when they are required to eliminate
the discharge of water from streets and sanitary sewer systems.
d. Flint Park Turf Field Update
The County agreed to provide funding for the turf field if the Village takes over a
section of Palmer Avenue and provides affordable housing.
e. Pinebrook Study
Diverka and Bartilucci has been hired by the Village to study the Pinebrook and to
determine what could be done to reduce flooding in this section of Larchmont.
4. New Business:
No new business to discuss
The next scheduled CZMC meeting will be held on April 24, 2007 at the Mamaroneck
Town Center, 740 W. Boston Post Road, 2°d Floor Conference Room A. Anyone unable to
