Approval of Minutes: The minutes of the meeting of 2/27/01 were read and approved. 2. Introductions: New CZMC members, Dickson G. Town of Mamaroneck Maintenance Garage Referred by the Town of Mamaroneck Marco Gennarelli presented plans for the proposed modification and expansion of the Town of Mamaroneck's Maintenance Garage. The site is located at the end of Maxwell Avenue and is adjacent to Interstate 95. The plans call for the addition of a salt dome, a pole barn and a parking area for recycling containers and for the expansion and modification of the existing maintenance garage. These modifications are required to store and maintain the Town's vehicles and equipment. The project is expected to cost 1.2 million dollars. a. Salt Dome Road salt is currently being stored in the Town's existing maintenance garage. Salt spills out of the garage and onto the pavement. The proposal calls for the construction of a covered salt dome that will house all of the Town's road salt and will allow trucks to load and unload salt inside. b. Maintenance and Storage Garage The existing garage will be expanded to allow for the maintenance and storage of the Town's vehicles. The building will include a truck washing area, a maintenance area, a storage area and staff facilities such as offices, locker rooms and a lunch room. c. Pole Barn The proposed pole barn will have a concrete slab covered by a pole-supported roof. The structure will be used to store metal castings, road signs, poles and other materials. d. Retaining Walls Several retaining walls will be constructed. One will be located along the southern end of the site, one will enclose the trailer parking area and one will be near the recycling area. e. Parking Areas and Paved Surfaces Parking for 7 cars will be located at the north end of the site. Pavement will be added at this location and to the area between the salt dome and the maintenance garage. f. Sediment & Erosion Control Plan Silt fencing will be installed at the rear of the property. Inlet protection will be used around all of the catch basins and critical area seeding will be utilized (not indicated on plan). The work will be completed in phases to minimize disturbance. Storm Water Collection System Surface water from the site will be collected by a series of catch basins and trench drains that will be connected to the existing storm sewer. Catch basins and trench drains will utilize a sump to trap sediment and prevent it from entering the sewer system. Marc Godick stressed the importance of this feature. h. Sanitary Sewer System All building drains will be connected to the sanitary sewer located on Maxwell Avenue. Any discharges from the maintenance garage will go through an oil separator before entering the sanitary sewer system. The oil separator will have a 750 gallon capacity. Mark Godick commented on the type of oil separator selected. He suggested that a better model of oil separator is available and should be considered if cost is not a determining factor. A better oil separator and a SPDES permit may be required by the State. He also inquired about the quantity of soap for washing the vehicles. Too much soap will make the oil separator ineffective. Marco Gennarelli explained that hot water and a minimal amount of soap will be used for truck washing. i. Electrical The facility will have a gas powered electrical generator. A consistency determination letter noting the concerns of the Commission and offering technical assistance will be sent by the Chairperson. 4. Nextel Antenna and Utility Shed at 811D Richbell Road Referred by the Village of Larchmont Zoning Board This project involves the siting of telecommunication antennas and equipment on the roof of the apartment building. A letter will be sent to the Zoning Board indicating that the project is not consistent or inconsistent with the policies in the Local Waterfront Revitilization Program. 5. Update CZMC Phone List The CZMC phone list was reviewed for any corrections. An updated list will be sent to all members. 6. New Business Discussion of work being done at 37 Lakeside Drive. Contractor has been doing extensive clearing and grading of the property surrounding the house and does not have adequate erosion control devices in place. Elizabeth Paul reported that the contractor had been instructed on Friday, March 23 to clean up the site and install silt fencing and straw bales. The erosion control plans were being reviewed and a second visit has been scheduled for Wednesday, March 28. If the site is not in compliance with it's erosion control permit, a violation will be issued. Phyllis Wittner pointed out that the Village of Larchmont often fails to refer important projects to the Commission. This is because the Village of Larchmont still uses SEQR to determine if an action requires a referral to the CZMC. The wording used in SEQR is often confusing and difficult to interpret. In 1997, the Commission recommended that both the Village of Larchmont and the Town of Mamaroneck simultaneously adopt the Waterfront Revitilization or "Consistency" Law. The Consistency Law spells out in greater detail and in simpler terms, when a proposed action should be referred to the Commission. The Town of Mamaroneck adopted this Legislation in 1998 and the Village of Larchmont has not yet done this. A letter should be sent to the Village urging them to adopt this new legislation. Phyllis Wittner handed out an article from the March 6, 2001 New York Times called "New Pollution Tool: Toxic Avengers With Leaves." She mentioned two articles about recycling old computers and suggested that this may be a good project for the members of CZMC to work on. The meeting was adjourned at 10:00 p.m. The next scheduled CZMC meeting will be held on April 24, 2001. Anyone unable to attend this meeting should contact Elizabeth Paul at (914) 381-7845.
