CZMC Minutes
June 27, 2006
A regular meeting of the Coastal Zone Management Commission(CZMC)was held on June 27,
2006 in the Mamaroneck Town Center, Conference Room A 2nd Floor,740 W. Boston Post
Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m.

1. Approval of Minutes—May 23,2006
The minutes were approved as submitted for May 23, 2006.
2. Referrals:
a. Wetlands and Watercourses Permit—Chaim Cohen—23 North Brook Road—
Block 214,Lot 545
Referred by the Town of Mamaroneck Planning Board
The applicant requested an adjournment until next month.

b. Tree Removal Permit-214 Hommocks Road—Block 416,Lot 36
Referred by the Town of Mamaroneck Tree Preservation Commission IP
The applicant is requesting to remove five (5) trees from the property in order to
construct a new single family home. CZMC found that the application for the
removal of trees was consistent with the policies in the LWRP. CZMC suggested and
the applicant agreed to consider modifying the design of the stone wall along
Hommocks Road to preserve the trees in that location.
c. Site Plan Review-41 Oak Avenue—Block 714,Lot 589
Referred by the Village of Larchmont Planning Commission
The applicant is proposing the addition of 490 square feet to an existing single family
home. CZMC finds the proposed addition to be consistent with the policies set forth
in the LWRP as the applicant is proposing the use of infiltrators to retain additional
stormwater runoff from the site. CZMC recommends that the applicant employ
appropriate erosion and sediment control measures during construction.
d. Site Plan Review—14 Beverly Place—Block 617,Lot 291
Referred by the Village of Larchmont Planning Commission
The applicant is proposing the addition of 743 square feet to an existing single family
home, an increase of 405 square feet of impervious surface. The home is located just
off of Pine Brook and is outside the flood zone. The applicant is proposing the use of
a 390 gallon dry well to control the additional runoff from the proposed addition.
3 CZMC finds the proposed addition to be consistent with the policies set forth in the
LWRP. In the opinion of CZMC, the applicant is proposing the use of appropriate
erosion control measures and the use of infiltrators to retain additional stormwater
runoff from the site.
e. Additions and Alterations—50 Iselin Terrace—Block 609, Lot 84
Referred by the Village of Larchmont Planning Commission
The applicant is proposing the addition of 1,250 square feet to an existing single
family home, using a portion of a second lot. The plan includes landscaping, a 1,000
gallon dry well and a redesigned parking area with pavers.
CZMC finds the proposed addition to be consistent with the policies set forth in the
LWRP. In the opinion of CZMC, the applicant is proposing the use of appropriate
erosion control measures and the use of a dry well to retain additional stormwater
runoff from the site.
3. Old Business:
a. Town of Mamaroneck Surface Water, Erosion & Sediment Control Law
There were no further comments on the Surface Water Erosion and Sediment Control
Law.

4. New Business:
a. Liaison Assignments
Lisa Hochman agreed to be the CZMC Liason to the Board of Architectural Review
and the Sheldrake Environmental Center.

It was noted that there are vacancies to the positions as CZMC liaisons to the Village b�,n s
Planning Commission and the Zoning Board of Appeals. CZMC members were
asked to volunteer.
The next scheduled CZMC meeting will be held on July 25, 2006 at the Mamaroneck Town
Center, 740 W. Boston Post Road, 2"Floor Conference Room A. Anyone unable to attend
