The meeting was called to order at 8:10 p.m. MEMBERS PRESENT: Lili Andrews Bernard Kaplan Madelaine Berg, Chairperson C. Miclat, Jr. Richard J. Scheuer Seth Marcus Phillip Ruppel r(,,i AN St I It Approvhl of Minutes The minutes of the May 23, 2000 minutes were reviewed and approved. Referral of 10 Evergreen Lane Town of Mamaroneck Planning Board Block 309, Lot 21 This referral from the Town of Mamaroneck Planning Board was previously before the OCommission in 1999. The owner has submitted a revised site plan which requires a Printed on Recycled Paper © Freshwater Wetlands and Watercourses Permit. The applicant did not appear at the Commission's meeting; however, several neighbors and their attorney were present and addressed the Commission. The neighbors raised several issues regarding drainage and flooding problems in the area surrounding the subject property, and expressed concern that development of the property would make these conditions worse. The neighbors also described the degraded condition of the existing retention basin on Lot 21 of the subdivision,which is adjacent to the subject property. The neighbors contended that the maintenance of the retention basin is an obligation of the owner of Lot 21 under the subdivision plan and that the obligation is shown on the deed to Lot 21. The Commission agreed to bring this fact to the attention of the Building Department. After reviewing the materials submitted by the applicant,the Commission had several questions, including the method by which the applicant proposed to deal with the potential for increased runoff from the site due to the proposed construction and changes in topography and the percolation data submitted. Because the applicant was not present, the Commission tabled the discussion and adjourned the matter for the next meeting. The Chair was instructed to send a letter to the Planning Board detailing the specific information that the Commission wished to see addressed by the Applicant. Referral of 159 Valley Stream East Town of Mamaroneck Planning Board Block 210,Lot 234 The applicant proposes to construct an addition to the existing house which will add 45 square feet to the footprint of the house in an area where there currently exists an impervious concrete patio. The remainder of the area previously covered by the patio will be replaced with stones set in sand, resulting in a net reduction of 96 square feet of impervious surface. The applicant, Arthur Wexler, a member of the Town of Mamaroneck Zoning Board of Appeals, did not appear at the hearing because of restraints posed by the Town Ethics law; however the plans were submitted to the Commission. The Commission found that this project will neither advance nor hinder the policies set forth in the Local Waterfront Revitalization Plan and is neither consistent nor inconsistent therewith. A letter to this effect will be sent to the Planning Board. Old Business Madelaine Berg reported that the"Listen to the Sound"public hearing held in the Town on June 13th was well attended and that the minutes from the hearing would be available in the Fall.
