CZMC Minutes
June 25, 2002
A regular meeting of the Coastal Zone Management Commission (CZMC) was held on June 25,
2002 in Conference Room A, Town Center, 740 West Boston Post Road, Mamaroneck, New
York. The meeting was called to order at 8:05 p.m.

1. Approval of Minutes
The minutes for May 28, 2002 were approved as submitted.
2. Referrals
a. Special Permit Renewal—SAVATREE, 633-655 Fifth Avenue—Block 132, Lots
175 and 643
Referred by the Town of Mamaroneck Planning Board
Doug Erickson, the branch manager of SAVATREE presented the application for the
renewal of their special use permit. The special use permit was originally issued in
1996. According to the applicant, all of the conditions of the original permit were

implemented. There have been no changes in the operation of the business with the
exception of the addition of one vehicle. There have been no modifications to the
site or the structures.
CZMC finds the renewal of the special use permit for SAVATREE to be consistent
with the policies set forth in the LWRP provided that the same terms and conditions
specified in the previous special use permit, issued in 2000, are included in the
renewed permit.
3. Old Business
a. Open Space Inventory. -John Feingold, Lili Andrews and Kate Dehais agreed to
serve on a committee to complete the open space inventory .
The Village of Larchmont has recently set up an open space committee. The CZMC
subcommittee will make recommendations to the Village of Larchmont about which
parcels should be included in an open space list.
The Land Trust recently acquired a parcel on Evergreen Terrace. Neighboring
residents gave funds to the Land Trust to purchase the property. The immediate
neighbors are the only ones that would really benefit from this. The Land Trust is
now attempting to give the conservation easement to an organization to maintain the
property.
A few vacant parcels are located on Shore Drive in the Village of Larchmont. CZMC
discussed the status of these parcels and whether these could be legally developed.
The parcels are ideal candidates for protection because they are contiguous.to Flint
Park. The CZMC open space committee will write a letter to the Mayor and the
Village of Larchmont Open Space Committee urging them to look into the protection
of these parcels.
4. New Business
a. Mayor Ken Bialo received a letter that was received from the NYS Department of
State, selecting the Village of Larchmont as a model community for the development
and implementation of its LWRP.
b. John Feingold passed around new photos of David's Island that were taken by his
company, Alee, King, Rosen and Fleming.
c. Marc Godick mentioned that the USEPA has released a draft of the BMP Manual for
Stormwater Management. There is a public comment period and the document is
available on the interne if any CZMC members wish to review it. He will email a
link to the website to all members.

d. The Village of Larchmont has a six-month moratorium period on all new permits and
applications. This will give the Village time to reevaluate the zoning code.
Madelaine Berg will write a letter to Ken Bialo asking the Village to review the
revised wetlands law during this moratorium period.
The meeting was adjourned at 8:55 p.m.
