June 24, 2003
A regular meeting of the Coastal Zone Management Commission(CZMC) was held on June 24,
2003 in Conference Room A, Town Center, 740 West Boston Post Road, Mamaroneck,New
York. The meeting was called to order at 8:05 p.m.

1. Approval of Minutes
The minutes of May 27, 2003 were approved.
2. Referrals
a. Wetlands and Watercourses Permit—237 Griffen Avenue—Block 344, Lot 112

This application was removed from the agenda. According to the new Wetlands and •
Watercourses Law, this application does not require a wetlands permit.
b. Special Use Permit—Village Square Bagels -1262 Boston Post Road—Block 407,
Lot 192
Referred by the Town of Mamaroneck Planning Board
Village Square Bagels submitted an application to the Town Planning Board for the
renewal of their special use permit. The applicant is asking that permit be approved with
no changes to the conditions of that permit.
CZMC finds the proposed action to be neither consistent nor inconsistent with the
policies set forth in the LWRP. At the meeting the applicant brought forth information
that there is an issue with sewer blockages caused by seeds, which are a by-product of
their operation, and grease, coming from some other source, combining in the sewer line.
The Commission discussed whether LWRP policies had a bearing on this situation but
given the lack of concrete information we were unable to make that determination. We
recommend that the appropriate technicians identify the source of the grease and
eliminate it from the system to correct the problem.
c. Local Consistency Review—Larchmont Yacht Club—1 Woodbine Avenue—Block •
720, Lot 1
Referred by the Village of Larchmont
James Fleming and Peter Kelly presented plans for the proposed reconstruction of the
bathhouse at the Larchmont Yacht Club. The proposed bathhouse will contain cabanas
and bathroom facilities for club members. The plans as proposed indicate no net
increase in runoff from the site and adequate erosion control measures are indicated on
the plans. Members who abstained from voting because of conflicts of interest were
Dickson Brown, Lili Andrews and John Feingold.
CZMC finds the proposed action to be consistent with Policy 2 of the LWRP,
"Facilitate the siting of water dependent uses and facilities on or adjacent to
coastal waters." CZMC recommends that adequate measures be taken to protect trees
during construction and any trees that are removed be replaced.
3. Old Business
a. Flint Park Update
A Village of Larchmont work session was held on Wednesday, May 28`h. The location of
the leaf composting area was discussed. It may be possible to relocate this to another
location within the park, but would most likely remain in the park due to the lack of an
alternative location. The proposed berm may also be eliminated. New drawings will be
created that reflect the latest modifications. •

b. Hommocks Conservation Area Grant
A$67,000 grant was received by the Town for improvements to Hommocks
Conservation Area. The proposed improvements will include parking, a viewing
platform, a kiosk, improved signage, invasive species removal and native plant
restoration.
5. New Business
No new business to discuss.
The meeting was adjourned at 9:30 p.m.
