CZMC Minutes
June 22,2004
A regular meeting of the Coastal Zone Management Commission(CZMC)was held on June 22, 2004 in
the Mamaroneck Town Center, Conference Room A, 2"d Floor, 740 W.Boston Post Road,Mamaroneck,
New York. The meeting was called to order at 8:10 p.m.

1. Approval of Minutes
The minutes of May 25, 2004 were approved as amended.
2. Referrals:
a. Site Plan Approval—Steve Marsh—2 Griffen Drive-Block 713,Lots 188.1 & 188.2
Referred by the Village of Larchmont Planning Commission
Steve Marsh, Benedict Salanitro and Peter Gaito,Jr.presented plans for the construction of two
single family homes at the intersection of Griffen Drive and Shore Drive. Due to the location of
the properties in the flood zone,the houses will be constructed on piers. Infiltrators are proposed
to control stormwater runoff from the site. Runoff from the driveways was not included in the
design of the infiltrator system because the driveways are to be made of gravel.
CZMC finds the proposal to be neither consistent nor inconsistent with the policies set forth in
• the LWRP,provided that aprons are used at the end of each driveway to contain the gravel.
CZMC also recommends that deed restrictions be placed on each property,requiring the property
owner to install a stormwater detention system if the driveway should ever be paved.

3. Leatherstocking Trail Encroachments •
Elizabeth Paul presented a list of properties that have encroached onto the Leatherstocking Trail. Of
the 120 properties that border the conservation area, encroachments were found at 49 of the
properties. Encroachments included lawn areas,patios,walls, fences,play sets and walkways.
CZMC recommends to the Town Board that the removal of all encroaching structures be required
and lawn areas be allowed to revert back to natural vegetation.
4. Flint Park Improvement Project
Marlene Kolbert presented an update on the Flint Park Improvement Project. The Village Board
recently approved plans to move forward with the ball park design. This is not appropriate because
plans for the conservation area have not yet been completed. Mayor Bialo has applied to the NYS
Department of State for a Coastal Zone Grant. This has not been endorsed by CZMC and is due on
June 30`h, so there won't be time for CZMC to comment on the application before it is submitted.
5. Hazards Committee Update
Howard McMichael gave an update on the hazard committee. At the last meeting members were
asked to complete a questionnaire identifying hazards in the area.
6. Special Projects
Dickson Brown sent CZMC members an email which was read out loud. He was not able to find any
interest in a waterfront access summary,but suggested that we look into identifying coastal locations
where work has been conducted without permits. He described one instance where a property owner
had dumped boulders into the Sound to create a breakwater. He noted that in this situation,tidal
wetlands had been created and wondered if we could work on finding locations where wetlands could
be created.
