Boston Post Road,Mamaroneck, New York. Approval of Minutes The minutes of June 22, 2004 were approved ag submitted. 2. Referrals: a. Wetlands and Watercourses Permit—Michael Targoff—52Country Road-Block 315,Lot 463 Referred by Town of Mamaroneck Planning Board Gregg DeAngelis and Larry Nardecchia presented revised plans for 52 Country Road. Under a previous wetlands permit, work had been completed on the driveway detention system, but not on the construction of the proposed single family residence. The application being presented is for revised plans for the residence, which will be less square footage than previously proposed and will be located farther west on the lot. A series of drywells has been proposed for the detention of additional stormwater runoff from the site. CZMC finds the proposal to be neither consistent nor inconsistent with the policies set forth in the LWRP,provided that test pits and percolation tests are performed at the proposed drywell locations to determine if bedrock is present at these locations that would prevent the drywells from being installed. In addition,under the previous application, the applicant agreed to place a deed restriction on the property prohibiting the driveway from being paved. This deed restriction is necessary to ensure that the driveway detention system remains effective. Page 1 of 2 %a Printed on Recycled Paper b. Site Plan Approval —Commerce Bank— 1289 Boston Post Road-Block 412,Lot 489 Referred by Town of Mamaroneck Planning Board • Paul Noto and Craig Tompkins presented plans for the demolition of the existing structure and the construction of a bank with a drive through and parking area. Under this proposal, there will be a reduction in the overall amount of impervious surface on the site. CZMC finds the proposal to be neither consistent nor inconsistent with the policies set forth in the LWRP. Although not required by the Town Code,due to the tendency of flooding downstream of the project site, CZMC requests that the applicant consider providing stormwater detention for a 25-year storm, an oil/water separator and sump pits in the catch basins to reduce any impacts on water quality and flooding. 3. Open Space Inventory Recommendations to Town/Village Boards CZMC discussed several prorliee that should be recommended to the Town Board for preservation. A letter will be written to the la *Board offering to meet with the Open Space Committee,the 20/20 Committee and/or the i e Board to discuss which Village parcels should be recommended. 4. Special Projects I , At this time, work on the Open race Inventory will be the CZMC special project. 5. Old Business No old business to discuss. _• 7 6. New Business No new business to discuss.
