Approval of Minutes The minutes of November 26, 2002 were accepted as submitted. 2. Referrals a. Freshwater Wetlands and Watercourses Permit—4 Adrian Circle—Block 307, Lot 73 Referred by the Town of Mamaroneck Planning Board James Miller,the Architect for the Applicant presented the proposal to build an addition to the rear of the house,which would be located within the wetlands buffer zone. Mr. Miller explained that since the proposed addition was less than 100 square feet, a dry well was not required. He proposed connecting the roof leaders to an existing drainage pipe but was not sure where this drained. It is likely that this line connects to an existing dry well or carries stormwater to the stream in front of the property. CZMC— 1/28/03, Page-1 of 3 tioRevised 2/26/2003 Printed on Recycled Paper • CZMC finds the proposed action not inconsistent with the policies set forth in the LWRP. • Although the proposed addition is less than 100 square feet, CZMC would have preferred the use of a dry well to control the increased runoff from the site since the proposed action is located in a wetlands buffer zone. The applicant has agreed to modify the proposed plans by installing splash blocks, orienting these to direct the runoff to gravel placed under the addition, and removing the vapor barrier that was specified for placement beneath this gravel. b. Site Plan Amendment/Freshwater Wetlands and Watercourses Permit—Winged Foot Golf Club—Creation of Tee Area—851 Fenimore Road - Block 347, Lot 1 Referred by the Town of Mamaroneck Planning Board Winged Foot Golf Club has not submitted plans for their proposal to CZMC, the Town of Mamaroneck Planning Board or the Town's Building Department at this time. This item is adjourned until the next regularly scheduled meeting on February 25, 2003. 3. Open Space Inventory Update Kate Dehais gave an update on the Open Space inventory. She presented a draft of the open space map, indicating the locations of the parcels on the inventory. CZMC discussed the format for the report on open space that will be prepared. A subcommittee will meet to complete the parcel review and collect any additional data needed. 4. Phase II Stormwater Regulations • The Town of Mamaroneck is preparing a Notice of Intent (NOI)to obtain a SPDES permit for stormwater discharges, which is due on March 10, 2003. Elizabeth Paul, the Environmental Coordinator is preparing a draft of the NOI and will send it to members of CZMC for their review and comment before the next meeting. 5. Old Business a. Special Meetings Both the Town of Mamaroneck and the Village of Larchmont have approved CZMC's request to hold special meetings. b. Larchmont Yacht Club—Cedar Island Visit Larchmont Yacht Club has amended their application to New York State by removing the tender dock in response to the requests of its neighbors on Cedar Island. 5. New Business a. Road Salt Use Frank Buddingh discussed the potential impacts of excessive road salt use on trees and vegetation. He agreed to look into the potential impacts on water quality in freshwater streams and alternative products. • b. Alternating Meetings with Village of Larchmont CZMC—1/28/03, Page 2 of 3 Revised 2/26/2003 It was suggested that CZMC alternate its meeting locations between the Town of Mamaroneck and the Village of Larchmont. Marc Godick will check the availability of a meeting place at the Village of Larchmont. c. Liaison Assignments Kate Dehais will now be the Liaison to the Village of Larchmont Planning Board and Dickson Brown will be the Liaison to the Town Planning Board. Elizabeth Paul will notify Eileen Finn and Marguerite Roma of these changes and request to have the Village Zoning Board agendas mailed to Lili Andrews. d. Flint Park Several CZMC members attended a meeting on the proposed renovations to Flint Park. CZMC has concerns with the proposal because the Park is part of a Critical Environmental Area and contains wetlands. A letter will be sent to Mayor Ken Bialo requesting that CZMC be included in the review process. The meeting was adjourned at 9:40 p.m. The next scheduled CZMC meeting will be held on February 25,2003.
