A regular meeting of the Coastal Zone Management Commission (CZMC) was held on January
24, 2006 in the Mamaroneck Town Center, Conference Room A, 2nd Floor, 740 W. Boston Post
Road, Mamaroneck,New York. The meeting was called to order at 8:00 p.m.

2. Referrals:
a. Preliminary Subdivision and Site Plan Approval— Donald T. O'Connor— 22 Maple •
Hill Drive—Block 122, Lot 450
Referred by the Town of Mamaroneck Planning Board
The applicant is proposing the subdivision of the property into two lots, which would
make the existing lot (Parcel A) nonconforming. Instead of seeking a variance for lot
coverage on parcel A, Mr. O'Connor opted to remove a patio, a walkway and replace a
blacktop driveway with gravel, reducing the amount of impervious surface on the site. As
required, the applicant must demonstrate that a conforming house could theoretically be
built on the new lot (Parcel B).
CZMC found the proposed action to be consistent with the policies set forth in the
LWRP. However, since there is a significant amount of bedrock on the site, which may
affect drainage, CZMC requests that the Building Department refer the application back
to CZMC, if and when an application is made for a building permit for the construction of
the new house. In addition, CZMC recommends that either a deed restriction be placed
on Parcel A to ensure that the driveway remains unpaved in perpetuity, or the Building
Department periodically monitor the property to ensure that no additional impervious
surface is created that would cause the property to exceed the permitted lot coverage.
b. Preliminary Subdivision and Site Plan Approval — Elmcroft Estates — 1050 Old
White Plains Road—Block 345, Lot 1
Referred by the Town of Mamaroneck Planning Board
The applicant presented the landscaping plan for the proposed subdivision. The plan
included screening along Old White Plains Road and Wesleyan Avenue, street trees along
the new cul-de-sac and a planting plan for the stormwater detention pond. CZMC finds
that all of the proposed plantings are appropriate for the project. In addition, the proposed
chain link fence has been eliminated and replaced with a low stone wall at the side of the
detention pond as requested. The applicant has sufficiently addressed all of CZMCs
comments and CZMC has no further questions or comments on the application.
3. Old Business
a. Town of Mamaroneck "Removal of Illegal Sewer Connections" Law — A letter will
be sent by CZMC to the Town Board suggesting an amendment to this law. The
proposed amendment will remove the language requiring the inspection of a property to
determine if any culverts, drains, hoses, leaders, lines, pipes or pumps discharge directly
into or towards a street or sidewalk. This ordinance should be limited to the inspection of
a property to identify any illegal sewer connections. Discharges to streets and sidewalks
are regulated by other sections of the Town Code.
4. New Business
No new business to discuss.
The meeting was adjourned at 9:50 p.m.
The next scheduled CZMC meeting will be held on February 28, 2006 at the Mamaroneck
