CZMC Minutes
February 28, 2006
A regular meeting of the Coastal Zone Management Commission(CZMC)was held on February
28, 2006 in the Mamaroneck Town Center, Conference Room A, 2nd Floor, 740 W. Boston Post
Road, Mamaroneck, New York. The meeting was called to order at 8:00 p.m.

1. Approval of Minutes—January 24, 2006
The minutes were approved as amended for January 24, 2006.
2. Federal Aviation Administration -Area Airspace Redesign —DEIS Review
The FAA held a public meeting on the proposed Airspace Redesign Program on Thursday,
February 9th at Murray Avenue School. Approximately 200 people attended. The FAA
presented several alternatives and held a question and answer session.
Of greatest concern is the potential increase in noise levels over Larchmont and Mamaroneck.
CZMC discussed whether there are any policies in the LWRP that pertained to this project.
There are no policies in the LWRP that specifically deal with noise levels. Since the NYS
DOS is responsible for a consistency review at the State level, CZMC would not have the
opportunity to formally review the FAA's program.

3. CZMC Annual Report 1111
CZMC reviewed the Annual Report and corrections were submitted. The changes will be
made and a second draft will be circulated before the next meeting. Once completed,
Elizabeth Cooney will present the report to the Town and Village Boards.
4. Old Business
a. Town of Mamaroneck "Removal of Illegal Sewer Connections" Law — A letter was
sent to William Maker, the Town Attorney, suggesting an amendment to this law. In the
letter, CZMC recommended the removal of language requiring the inspection of a
property to determine if any culverts, drains, hoses, leaders, lines, pipes or pumps
discharge directly into or towards a street or sidewalk. In the opinion of CZMC, the
ordinance should be limited to the inspection of a property to identify any illegal sewer
connections because discharges to streets and sidewalks are regulated by other sections of
the Town Code.
b. Town of Mamaroneck Erosion and Sediment Control Ordinance — Madelaine Berg
and Elizabeth Cooney prepared a first draft of an amendment for review. It was noted
that several of the guidance manuals referred to in the law are no longer in use and
references to these manuals should be removed.
5. New Business
a. Village of Larchmont Stormwater Ordinance—The Village of Larchmont adopted a
new stormwater ordinance as required for compliance with the Phase II stormwater •
regulations. CZMC reviewed and discussed the ordinance and the types of projects this
would regulate or exempt.
The meeting was adjourned at 9:10 p.m.
The next scheduled CZMC meeting will be held on March 28, 2006 at the Mamaroneck
Town Center, 740 West Boston Post Road, 2"Floor, Conference Room A. Anyone unable
